Abstract
Program kerja Desaku Menanti adalah program kerja yang berasal dari Kementrian Sosial RI untuk mengatasi masalah gelandangan dan pengemis yang ada di Indonesia dengan cara rehabilitasi. Program kerja ini tidak dilaksanakan di semua kota dan kabupaten di Indonesia namun program tersebut terlaksana di Jawa Timur tepatnya di Kota Malang. Dana yang di keluarkan Kementrian Sosial untuk pelaksanaan program kerja ini mencapai 1,8 miliar rupiah. Peneliti ingin mengetahui bagaimana pelaksanaan atau pemberdayaan yang dilakukan oleh Dinas Sosial kepada program Desaku Menanti. Dan berupaya menemukan faktor pendukung dan penghambat dalam pelaksanaan pemberdayaan. Metode: Penelitian ini menggunakan metode penulusuran deskriptif kualtitatif. Teori: Landasan teori yang digunakan adalah teori Jim Ife yang ada di buku Community development tentang pemberdayaan dan pengembangan masyarakat. Pembahasan: Dinas Sosial Kota Malang bekerja sama dengan Dinas Kesehatan, Dinas Pendidikan, Dinas PU dan Satpol PP Kota Malang. Tidak hanya dengan instansi pemerintah Kota Malang saja, akan tetapi dengan Bank BNI, PLN, PDAM, IAI, LKS Insan Sejahtera dan Mahasiswa Kota Malang. Pelaksanaan program kerja ini Dinas Sosial menemui hambatan-hambatan seperti: penentuan lokasi pembangunan untuk pelaksanaan program kerja, kualitas jalan raya yang buruk, tidak ada petunjuk jalan menuju desa, rendahnya Pendidikan penduduk Desaku Menanti tersebut. Cara mengatasi masalah tersebut dengan cara Dinas Sosial Kota Malang bekerja sama dengan pihak terkait. Setelah Dinas Sosial bekerja sama dengan pihak terkait akhirnya masalah-masalah yang ada dapat diselesaikan. Hasil: Mengenai pemberdayaan yang dilaksnakan oleh Dinas Sosial di Desaku Menanti sesuai dengan hasil penelitian: pertama, dalam pemberdayaan sosial yakni rehabilitasi sosial yang dilaksanakan di Desaku Menanti bahwa pelaksanaan rehabilitasi di Desaku menanti yang berupa pemberian tempat tinggal yang memadai Kedua, Pemberdayaan Psikologi melalui pengembangan personal Ketiga, Eks Gepeng Selama tinggal di Desaku Menanti perubahan ekonomi lebih baik Perubahan ekonomi yang lebih baik. Keempat, pemberdayaan lingkungan yang dilaksanakan di sekitar desaku menanti yakni wisata kampung Topeng.
English Abstract
The work program of Desaku Menanti is a work program originating from the Indonesian Ministry of Social Affairs to address the problem of homeless and beggars in Indonesia by means of rehabilitation. This work program was not implemented in all cities and districts in Indonesia, but the program was implemented in East Java, precisely in Malang City. Funds issued by the Ministry of Social Affairs for the implementation of this work program reached 1.8 billion rupiah. The researcher took the object of research in Malang City precisely in Baran Hamlet, Tlogowaru Village, Kedungkandang District. The researcher wanted to find out how the implementation or empowerment carried out by the Social Service to the My Village program awaited. And try to find supporting and inhibiting factors in the implementation of empowerment. Method: This study used a qualitative descriptive research method. Theory: The theoretical foundation used is the theory of Jim Ife in the Community development book on community empowerment and development. Discussion: Malang City Social Service cooperates with the Health Office, Education Office, Public Works Department and PP Satpol in Malang City. Not only with Malang City government agencies, but with Bank BNI, PLN, PDAM, IAI, Prosperous Institution LKS and Malang City Students. The implementation of this work program Dinas Sosial encountered obstacles such as: determining the construction site for the implementation of work programs, poor quality roads, no road directions to the village, low education of the population Desaku Menanti. How to overcome this problem by means of the Malang City Social Service in collaboration with related parties. After the Office of Social Affairs cooperates with related parties, finally the existing problems can be resolved. Result: Regarding the empowerment carried out by the Social Service in Desaku Menanti in accordance with the results of the study: first, in social empowerment namely social rehabilitation carried out in Desaku Menanti that the implementation of rehabilitation in my village awaits the provision of adequate housing Second, Empowering Psychology through personal development Third, Ex Gepeng During his stay in Desaku Menanti better economic change Better economic change. Fourth, environmental empowerment carried out around Desaku Menanti namely the tourism of the Desaku Menanti.
