Abstract
Kesehatan merupakan hak dasar setiap orang. Negara bertanggungjawab atas penyediaan pelayanan kesehatan yang layak bagi warga negaranya. Pelayanan kesehatan Indonesia saat ini sedang bergeser menjadi sebuah komoditas dan jasa yang sangat komersial. Sektor kesehatan menjadi bagian penting dari perdagangan bebas karena sifatnya yang strategis dan menyangkut hajat hidup banyak orang. Pola-pola neoliberalisme mulai nampak bahkan hingga ke level Puskesmas. Puskesmas yang merupakan fasilitas pelayanan kesehatan tingkat pertama mulai terhegemoni oleh doktrin-doktrin neoliberal. Penelitian ini dilakukan untuk memahami bentuk neoliberalisme yang terjadi di Puskesmas. Situs yang dipilih adalah Puskesmas Dinoyo, yang sedang digiring oleh Dinas Kesehatan Kota Malang untuk menjadi Puskesmas BLUD. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Peneliti memperoleh data dari wawancara, observasi lapangan, serta dokumentasi data terkait. Data yang terkumpul dianalisa dan dijabarkan dalam bentuk uraian kata-kata. Hasil penelitian ini menunjukkan beberapa bentuk praktik neoliberalisme seperti, (1) peningkatan tarif layanan kesehatan; (2) hegemoni obat dari perusahaan farmasi multinasional; dan (3) penerapan reinventing government (mewirausahakan birokrasi) pada Puskesmas berstatus BLUD
English Abstract
Health is the basic right of everyone. The state is responsible for providing adequate health services for its citizens. Indonesia's health services are currently shifting into a highly commercial commodity and service. The health sector is an important part of free trade because of its strategic nature and concerns for the lives of many people. The patterns of neoliberalism began to appear even to the level of the Community Health Center (Puskesmas). The Community Health Center, which is a first-rate health care facility, is beginning to be hegemony by neoliberal doctrines. This research was conducted to understand the forms of neoliberalism that occur in the Community Health Center. The chosen site is the Puskesmas Dinoyo, which is being led by the Malang City Health Office to become a Local Public Servive Agency (BLUD). This study uses descriptive qualitative method with a case study approach. The researcher obtained data from interviews, field observations, and documentation of related data. The collected data is analyzed and described in the form of a description of the words. The results of this study show some forms of neoliberalism practices such as (1) increasing tariffs for health services; (2) drug hegemony from multinational pharmaceutical companies; and (3) the application of reinventing government (bureaucracy) to BLUD Puskesmas.
