Abstract
Desa Kalibuntu adalah salah satu desa di Kabupaten Probolinggo yang memiliki jumlah penduduk terbilang tinggi, padahal di desa ini terdapat potensi besar berupa hasil laut. Namun, hal itu tidak diimbangi dengan kualitas sumber daya manusia yang memadai. Ini bisa dilihat dengan banyaknya nelayan lulusan SD dan SP tanpa dibekali keahlian khusus. Peneliti dengan melihat realitas tersebut ingin melihat pemberdayaan masyarakat dalam perspektif Sustainable Livelihood di Desa Kalibuntu. Perspektif Sustainable Livelihood dipilih dalam penelitian ini karena indikatornya kompleks. Indikator yang di maksud adalah kondisi modal manusia, modal sosial, modal alam, modal fisik, dan modal finansial. Hal ini juga tidak terlepas dari konteks kerentanan yang bisa terjadi terhadap masyarakat Desa Kalibuntu. Struktur lembagalsosial yang terdapat di kehidupan masyarakat juga berpengaruh dengan konstruksi sosial ekonomi masyarakat. Nelayan memiliki keterikatan kepada pemilik modal, hal ini membuat nelayan memiliki sedikit pilihan penghidupan. Dalam konteks pemberdayaan yang dilakukanpun seringkali disertai dengan keterikatan secara finansial. Pemberdayaan yang bersifat keberlanjutan dan membuka pilihan penghidupan seluas-luasnya kepada masyarakat dilakukan oleh para pemuda Desa Kalibuntu.
English Abstract
Kalibuntu village is one of the villages in Probolinggo Regency, which has a relatively high population besides its large potential of marine products. However, such a fact is not balanced with the quality of adequate human resources. It can be seen by the number of fishermen graduating from elementary and junior high schools without special skill trainings. Based on the reality, the researcher would like to observe the community empowerment in the perspective of Sustainable Livelihood in Kalibuntu Village. The Sustainable Livelihood perspective was opted for due to its complex indicators, which comprise the conditions of human capital, social capital, natural capital, physical capital, and financial capital. Those indicators are also inseparable from the context of vulnerability which can occur to the community of Kalibuntu Village. The institutional or social structure within the community also affects its socio-economic construction. Fishermen have an attachment to capital owners, which makes them have few livelihood choices. In the context of the empowerment, it is often accompanied by financial attachment. A sustainable empowerment which opens the wide range of choice in terms of livelihood to the community is carried out by the youth of Kalibuntu Village.
