Abstract
Kemiskinan merupakan permasalahan global. Sehingga pengentasan kemiskinan merupakan tujuan terbesar dari agenda pembangunan. SDGs bahkan meletakkan kemiskinan pada tujuan pertama. Sebab penurunan angka kemiskinan setiap tahunnya berjalan dengan sangat lamban. Sepanjang tahun 1990 hingga tahun 2015 angka kemiskinan turun dari 36% menjadi 10%. Namun tahun 2013 hingga 2015 angka kemiskinan hanya turun 1%−ini merupakan penurunan angka kemiskinan terburuk sepanjang sejarah. Diantara semua kawasan, kawasan Amerika Latin mengalami penurunan angka kemiskinan terburuk pada tahun tersebut. Melalui penelitian ini penulis melihat upaya tradisional yang dilakukan untuk menurunkan angka kemiskinan di Amerika Latin yaitu dengan Official Development Assistance (ODA). Penulis menggunakan tiga variabel utama yaitu kemiskinan, ODA, dan demokrasi serta delapan variabel kontrol. Penulis menggunakan metode kuantitatif dengan memilih jenis penelitian populasi yaitu seluruh negara di Amerika Latin (32 negara). Rentang waktu penelitian ini adalah 10 tahun yaitu tahun 2006 hingga tahun 2015. Teknik analisis yang penulis gunakan adalah regresi data panel dengan estimasi model Arellano Bover System GMM. Hasil penelitian ini menunjukkan ODA dan demokrasi secara parsial berpengaruh positif terhadap kemiskinan. Selanjutnya secara simultan variabel utama tanpa melibatkan variabel kontrol menunjukkan korelasi negatif terhadap kemiskinan. Namun ketika model penuh diterapkan (variabel utama dan variabel kontrol) hasilnya signifikan positif terhadap kemiskinan di Amerika Latin. Instrumen terpenting dalam membantu penulis melakukan interpretasi hasil adalah korupsi dan FDI di Amerika Latin.
English Abstract
Poverty still a global issue. So that poverty alleviation is the biggest goal of the development agenda. SDGs even put poverty at the first goal. Because the decline in poverty every year runs very slowly. Throughout 1990 to 2015 the poverty rate fell from 36% to 10%. However, from 2013 to 2015 the poverty rate only dropped 1%. This is the worst decline in poverty rates in history. Among all regions, the Latin American region experienced the worst poverty reduction at the year. Through this research I explain traditional approach to reduce poverty in Latin America−Official Development Assistance (ODA). I use three main variables covering poverty, ODA, and democracy and eight control variables. I use quantitative methods with population research-design, by using all countries in Latin America (32 countries). The time span of this study is 10 years from 2006 to 2015. The analysis technique that I use is data panel regression with an Arellano Bover System GMM model estimation. The results of this study indicate ODA and democracy partially have a positive effect on poverty. Furthermore, simultaneously the main variables without involving control variables show a negative correlation to poverty. But when the full model is applied (the main variables and control variables) the results are significantly positive for poverty in Latin America. The most important instrument in helping me to interpret the results is corruption and FDI in Latin America.
