Abstract

Berangkat dari permasalahan awal yaitu belum tersedianya sistem layanan call center untuk menanggapi kejadian pada saat keadaan darurat pada masyarakat Kabupaten/Kota di Tulungagung Jawa Timur.Masih minimnya respon terhadap kejadian gawatdarurat. Rumah Sakit Daerah Umum dr.Iskak Tulungagung membuat suatu layanan terbaru yaitu Public Safety Center untuk melindungi masyarakat terhadap kejadian gawat darurat.Tujuan dari penelitian ini adalah untuk mendeskirpsikan inovasi layanan Public Safety Centersebagai layanan gawat darurat medis di Tulungagung. Kajian ini di analisis menggunakan teori atribut inovasi dari Everett M. Rogers. Serta menambahkan faktor pendukung dan faktor penghambat. Jenis penelitian ini menggunakan teknik kualitatif deskriptif dengan metode wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa, Public cepat. Safety Kedua, yang memudahkan untuk mengakses layanan ini jika terjadi keadaan darurat, Ketiga,kerumitan pada inovasi ini ialah jaringan internet kadang kurang stabil masih harus ditingkatkan dan sosialisasi sepenuhnya kepada masyarakat di daerah pelosok ataupun pesisir masih belum terpenuhi. Keempat, kemampuan di ujicoba dalam inovasi layananPublic Safety Center tidak ada fase uji coba karena mempertimbangkan kebutuhan pada masyarakat. Meskipun demikian awal mula pihak rumah sakit melakukan pengenalan terhadap inovasi ini melalui media cetak dan media elektronik.Kelima, kemudahan diamati dalam layanan ini sudah dikatakan mudah diamati dan telah berjalan sesuai dengan harapan dan kebutuhan masyarakat. Dari 5 indikator inovasi menurut Everett M. Rogers menghasilkan temuan yang masih belum terpenuhi di indikatorujicoba. Faktor yang mendukung yaitu adanya kerjasama lintas sektoral dan dibantu oleh respom cepat. Faktor yang menghambat yaitu masih kurangnya sumber daya manusia di puskesmas, peningkatan segi peralatan perangkat lunak dan perangkat keras dan sosialisasi menyeluruh terhadap masyarakat di Kabupaten Tulungagung.

English Abstract

Departing from the initial problem is the unavailability of a call center service system to respond to events during an emergency in the District / City community in Tulungagung, East Java. Still lack of response to emergency events. Dr Iskak Tulungagung General Hospital made a new service, namely the Public Safety Center to protect the public from emergency events. The purpose of this study was to describe the innovation of the Public Safety Center service as a medical emergency service in Tulungagung. This study was analyzed using the theory of innovation attributes from Everett M. Rogers. And add supporting factors and inhibiting factors. This type of research uses descriptive qualitative techniques with interview methods and documentation. The results of the study show that, first, the relative advantage of the presence of the innovation of the Public Safety Center provides benefits with the existence of a time response system. Second, compability is in accordance with the needs of the community now that makes it easy to access these services in the event of an emergency. Third, the complexity of the complexity of this innovation is that the internet network is sometimes less stable and needs to be fully improved and fully disseminated to communities in remote and coastal areas. Fourth, there is no trial phase in the innovation of the Public Safety Center service because of considering the needs of the community. Even so the beginning of the hospital made an introduction to this innovation through print and electronic media. Fifth, Observability, in this service can be said to be easily observed and has been running in accordance with the expectations and needs of the community. From the 5 indicators of innovation according to Everett M. Rogers, the findings have still not been fulfilled in the triability indicator. Supporting factors are the existence of cross-sectoral collaboration and assisted by response times. The inhibiting factors are still lack of human resources in the puskesmas, improvement in terms of software and hardware equipment and overall socialization of the community in Tulungagung District.
