Abstract
Penelitian ini bertujuan untuk melihat mekanisme pendirian dan pengelolaan, faktor pendukung dan penghambat, serta kontribusi Badan Usaha Milik Desa (BUMDesa) dalam mewujudkan pembangunan Desa. Dengan studi Kasus Desa Pasir Putih di Kabupaten Situbondo, yang merupakan salah satu Kabupaten tertinggal menurut Peraturan Presiden Nomor 131 Tahun 2015. Metode yang digunakan adalah paradigma kualitatif-interpretatif, penelitian ini menemukan beberapa hasil. Pertama, dalam proses pendirian dan pengelolaan BUMDesa Kastara Deshi secara umum sudah sesuai dengan Permendes Nomer 4 Tahun 2015, namun pelaksanaannya belum melibatkan penyertaan modal masyarakat sehingga partisipasi masyarakat terhadap BUMDesa masih kurang. Kedua, faktor pendukungnya yaitu berasal pemerintah Kabupaten Situbondo dan kualitas sumber daya manusia pengurus BUMDesa. Sedangkan faktor penghambat pendirian dan pengelolaan BUMDesa yaitu dari masyarakat, pendanaan, dan pekerjaan utama pengurus BUMDesa. Ketiga, secara umum BUMDesa sudah dapat membantu pembangunan desa yang diwujudkan dari meningkatnya jumlah pendapatan masyarakat dan Pendapatan Asli Desa (PADes) serta mampu membantu mengurangi angka kemiskinan di Kabupaten Situbondo.
English Abstract
This study is aimed to observe the mechanism of establishment and management, the supporting and inhibiting factors, and the contribution of Village-Owned Enterprises (BUMDesa) in manifesting village development. With the Case Study of Pasir Putih Village in Situbondo Regency, which is one of the lagging regencies according to Presidential Regulation No. 131 of 2015. The method used in this research is qualitative-interpretative paradigm, this study found several results. First, in the process of establishing and managing BUMDesa Kastara Deshi in general already suits the Permendes Number 4 of 2015, but in the implementation it is still not involved the participation of community capital, thus the community participationin BUMDesa is still lacking. Second, the supporting factors are coming from the government of Situbondo Regency and the quality of BUMDesa's human resources. While the inhibiting factors of the establishment and management of BUMDesa are the community, funding, and the main works of BUMDesa management. Third, BUMDesa generally has been able to help the village development which is manifested by the increasing amount of community income and Village Original Income(PADes) and also able to help reducing poverty in Situbondo Regency.
