Pengelolaan Wisata Air Terjun Tumpak Sewu Semeru di Desa Wisata Sidomulyo Kecamatan Pronojiwo Kabupaten Lumajang Tahun 2018

Abstract

Desa Sidomulyo Kecamatan Pronojiwo Kabupaten Lumajang adalah salah satu desa wisata yang lahir dilatarbelakangi Peraturan Bupati Nomor 79 Tahun 2014 tentang Destinasi Wisata Satu Kecamatan Satu Desa Wisata. Desa ini memiliki potensi wisata air terjun Tumpak Sewu Semeru, goa Tetes, dan wisata petik Salak Pondoh. Dalam menganalisa pengelolaan wisata air terjun Tumpak Sewu Semeru di Desa Sidomulyo tersebut, peneliti menggunakan pendekatan institusionalis pilihan rasional karya B. Guy Peters yang merupakan cabang dari New Institutionalism yang dikemukakan oleh Robert E. Goodin. Metode yang digunakan dalam penelitian ini adalah metode kualitatif, dengan melakukan wawancara terhadap aktor terkait serta dengan melakukan observasi terhadap pengelolaan wisata yang dilakukan oleh Pokdarwis Tumse dan peran beberapa aktor lain dalam pembangunan wisata di Desa Sidomulyo. Hasil penelitian menunjukkan bahwa: (1) Rasionalitas institusi: Keuntungan dalam pengelolaan antara lain, bagi Pemdes Sidomulyo yaitu mengurangi anak-anak muda dan ibu rumah tangga yang menganggur dengan membuat kerajinan. Menambah pendapatan desa dari pengelolaan air terjun Tumse sebesar 2,5%. Keuntungan bagi Pokdarwis Tumse yaitu Pertama, mendapatkan dukungan dari Pemdes Sidomulyo dengan lima prioritas pembangunan juga prioritas program dan kegiatan dalam bidang kepariwisataan. Mendapatkan keuntungan dan bisa berbagi keuntungan dalam bidang pendapatan yaitu 15% pengurus pemilik lahan, 15% pemilik lahan parkir dan jalan, 2,5% kas lingkungan. Kedua, adanya SOP sehingga diketahui prosedur pelayanan yang baik dan standar penilaian kinerja pengurus. Penghambat dalam pengelolaan antara lain, bagi Pemdes dan Pokdarwis yaitu rendahnya SDM, lulusan SD 55%, SMP 20%, SMA 15%, Perguruan Tinggi 10%. Promosi oleh pihak desa masih belum mencapai target karena belum memiliki, seperti radio wisata, media wisata, pemasangan iklan atau poster. Ada dua kelompok yang mengelola Air Terjun Tumse yakni antara Pokdarwis Tumse Desa Wisata Sidomulyo dan masyarakat Desa Sidorenggo Kabupaten Malang. Aktor yang terlibat dalam pembentukan Desa Wisata Sidomulyo adalah Kepala Desa (ada 6), Camat, Danramil, Kapolsek, Ketua BPD, dan elemen masyarakat. (2) Institusi sebagai aturan: Dikeluarkannya sebuah aturan (AD/ART Pokdarwis Tumse) agar anggota dan pengunjung Pokdarwis mengetahui aturan dan batasan norma yang ada di wisata air terjun Tumse. (3) Aturan keputusan: Proses dikeluarkannya aturan seperti SK Pokdarwis dan AD/ART Pokdarwis Tumse melalui musyawarah. (4) Individu dalam organisasi: Individu (anggota Pokdarwis) mendapatkan pembelajaran bahasa Inggris yang diberikan oleh ii Pemdes untuk meningkatkan pelayanan terhadap wisatawan asing. Individu memanfaatkan organisasi dengan membuka usaha sendiri.

English Abstract

The village of Sidomulyo Pronojiwo Sub District Lumajang Regency is one of village which birth backed by Rule of Bupati Number 79 year 2014 about tourist destinations One Sub District One tourist village. The village has tourism potential Tumpak Sewu Semeru waterfall, Tetes Cave, and drops of Salak Pondoh. In analyzing the management of Tumpak Sewu Semeru in tourist village of Sidomulyo, researchers using the institutionalism approach of rational choice work b. Guy Peters who is a branch of New Institutionalism expressed by Robert E . Goodin. The methods used in this study is a qualitative method, by doing the interview against the associated actors as well as by conducting observation against the management of the tours conducted by Pokdarwis Tumse and the role of other actors in the tourist development in Sidomulyo village. The results showed (1) Institutional rationality: The benefit in the management of, among others, for Pemdes Sidomulyo i.e. reduce young children and housewives who are unemployed with making crafts. Adding to the revenue village from management of Tumse Waterfall amounted to 2.5%. Benefits for Pokdarwis Tumse: first, get support from Pemdes Sidomulyo with five priority development also priority programs and activities in the field of tourism. Benefit and can share the benefits in the areas of income, namely 15% owner of the steward of the land. 15% owner of parking lots and roads. 2.5% cash environment. There are two groups that manage Tumse waterfall, Pokdarwis Tumse tourist village Sidomulyo and villagers Sidorenggo Malang Regency. The actors involved in the formation of a tourist village of Sidomulyo is the village chief (there are 6), Head, Danramil, Evidenced, Chairman of BPD, and elements of society. (2) Institution as Rule: Issuance of a rule (AD/ART Pokdarwis Tumse). So that members and visitors Pokdarwis know the rules and the limitations of existing norms on the waterfall tourism Tumse. (3) Decision Rules: The process of issuing rules such as SK Pokdarwis dan AD/ART Pokdarwis Tumse through discussion. (4) Individual (member Pokdarwis) get language learning Pemdes given by the English to improve service to foreign tourists. Individuals utilizing the organization by opening his own business.
