Abstract
Kota Blitar dalam mewujudkan APBD Pro Rakyat melalui Progam Masyarakat berdaya Menuju Kota Pariwisata (MAYA JUWITA) yang tertera pada Perwali Nomor 2 Tahun 2017 adalah sebagai bentuk upaya pemberdayaan karena kurangnya perhatian/partisipasi masyarakat sendiri untuk pengembangan inovasi daerahnya, semakin kecilnya nilai swadaya masyarakat, berkurangnya intensitas gotong royong serta adanya persepsi bahwa semua urusan kemasyarakatan adalah tugas pemerintah. Tujuan penelitian ini yaitu untuk mendeskripsikan mengenai dampak adanya kampung wisata kreatif melalui progam MAYA JUWITA dalam pemberdayaan masyarakat di kota Blitar. Fokus penelitian menggunakan konsep pemberdayaan Suharto yang terdapat 5 pedekatan yaitu Pemungkinan, Penguatan, Perlindungan, Penyokongan, dan Pemeliharaan. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil dari penelitian secara umum sudah berjalan baik seluruh pelaksanaan sudah mengacu penuh terhadap peraturan. Pemerintah Kota Blitar terus mendorong masyarakat untuk segera berpartisipasi dalam membuat kampung kreatif di masing-masing kelurahan dengan berwawasan lingkungan disekitarnya dalam pengembangan inovasi daerahnya sebagai objek untuk dijadikan wisata kreatif yang berbasis masyarakat. Partisipasi masyarakat sangat penting untuk terealisasinya sebuah progam karena pembentukan kampung kreatif adalah sebagian pengembangan inovasi untuk mempercepat progam MAYA JUWITA.
English Abstract
Blitar city in implementing the APBD Pro people through empowered society towards the city of tourism (MAYA JUWITA) stamped on regulation of Mayor number 2 in 2017 was as a form of empowerment programs / attention because of the lack of participation of the community itself to the development of innovation in the regions , the smallness of the society , a reduction in the intensity of mutual cooperation and the perception that all social matters is the governments duty..The focus of the research uses the concept of empowerment that Suharto is 5 approach possible, strengthening, protection, advocate, and maintenance. The kind of research used in this research was descriptive qualitative .The results of the research have generally been going well all the has been referred to the full. The government of Blitar city continue to encourage the refugees to immediately participate in making their creative village which environmental innovation around in the development of the region as an object to be creative community based tourism. Community participation is very important to for a the because the formation of their creative are the development of innovation to accelerate the MAYA JUWITA..
