Abstract
Kabupaten Pasuruan merupakan daerah dengan jumlah perusahaan industri cukup padat dengan limbah yang dihasilkan dari proses kegiatan lebih banyak. Penelitian ini akan membahas tentang bagaimana pengawasan pencemaran limbah cair terhadap Desa terdampak Kedung Ringin. Menggunakan metode penelitian kualitatif deskriptif dengan menggunakan teori evaluasi kebijakan publik Willam N. Duun dengan kriteria efektifitas, efisiensi, perataan, kecukupan, ketepatan dan responsivitas. Hasil dari penelitian menunjukkan bahwa secara umum program sudah berjalan sesuai perundangundangan dan target pengawasan yaitu perusahaan industri. Namun ada beberapa kriteria evaluasi yang belum baik, kriteria efektivitas terdapat hasil yang masih belum sesuai dengan di lapangan belum sesuai dengan tujuan dari pengawasan. Kriteria efisiensi masih kurangnya jumlah anggaran dan sumber tenaga pengawas yang belum memadai. Kriteria perataan pengawasan belum merata di setiap jenis kategori perusahaan yang ada di Kabupaten Pasuruan. kriteria ketepatan perlunya peningkatan jumlah target pengawasan dan juga terkait penamahan anggaran program. Berdasarkan kesimpulan penelitian terdapat beberapa rekomendasi, diantaranya perlu adanya peningkatan jumlah kebutuhan pelaksanaan program pengawasan di lapangan, harus menyertakan peran masyarakat yang besar, perlu adanya monitoring dan evaluasi program.
English Abstract
Pasuruan Regency is an area with a number of industrial companies that are quite dense with more waste generated from the process of activities. This research will discuss how to monitor wastewater pollution to the affected villages of Kedung Ringin. Using descriptive qualitative research methods by using the theory of evaluating public policy Willam N. Duun with the criteria of effectiveness, efficiency, alignment, adequacy, accuracy and responsiveness. The results of the study show that in general the program has run according to the law and the target of supervision is industrial companies. However, there are some evaluation criteria that have not been good, the effectiveness criteria have results that are still not in accordance with the field, not in accordance with the objectives of the supervision. The efficiency criteria are still lacking in the amount of the budget and inadequate sources of supervisors. Criteria for leveling supervision have not been evenly distributed in each type of company category in Pasuruan Regency. criteria for the accuracy of the need to increase the number of supervision targets and also related to the funding of the program budget. Based on the conclusions of the study there are several recommendations, including the need for an increase in the number of needs for the implementation of supervision programs in the field, must include a large community role, the need for monitoring and evaluation of the program.
