Abstract
Amerika Serikat merupakan salah satu negara yang menyapakati perjanjian JCPOA yang disepakati bersama dengan kelompok negara P5+1 dan Iran pada tahun 2015. Perjanjian tersebut merupakan pencapaian upaya negosiasi Amerika Serikat dan kelompok negara P5+1 yang berhasil membuat Iran bersedia membatasi program nuklirnya. Perjanjian JCPOA adalah kesepakatan yang penting sebagai salah satu instrumen untuk mengurangi kapasitas Iran dalam perilakunya yang cenderung agresif melakukan aktivitas destabilisasi dikawasan Timur Tengah. Namun, pada tahun 2018 pemerintah Amerika Serikat memutuskan keluar dari perjanjian nuklir Joint Comprehensive Plan Of Action (JCPOA) dengan Iran. Pembahasan skripsi ini menggunakan metode eksplanatif yang bertujuan mejelaskan alasan dibuatnya keputusan tersebut. Kerangka analisis yang digunakan dalam penelitian ini adalah model foreign policy decision making oleh Charles W. Kegley dan Gregory A. Raymond. Model ini melihat pada dua hal yang berhubungan yaitu faktor-faktor pembuatan kebijakan luar negeri dan proses pembuatan kebijakan luar negeri.
English Abstract
Since 2015 United States is a signatory of the historic nuclear agreement with Iran known formally as Joint Comprehensive Plan of Action (JCPOA) which also agreed by other P5+1 countries. JCPOA is the achievement of the U.S. and other P5+1 countries efforts in negotiation with Iran regarding the limitation of Iran‟s nuclear program. JCPOA is the vital instrument to reduce Iran‟s capabilities regarding its aggressive behavior and malign activities which creates destabilization in the Middle East. However, in 2018 the United States government decided to withdraw its participation from the JCPOA. This research purpose is to explain the rationale of the U.S. decision to withdraw from nuclear agreement JCPOA with Iran in 2018. This research use Charles W. Kegley and Gregory A. Raymond model framework analysis of foreign policy decision making which focuses on explaining factors of foreign policy decision making in three sources of analysis and the process of foreign policy-making based on rational choice.
