Abstract
Program Kartu Bekasi Sehat (KBS) merupakan salah satu program unggulan Pemerintah Kota Bekasi sejak tahun 2016. Program tersebut berfokus pada bidang kesehatan dengan penduduk miskin yang menjadi sasaran utamanya. Sebanyak 140.000 jiwa penduduk miskin Kota Bekasi pada saat itu yang berada diluar jaminan kesehatan Badan Penyelenggara Jaminan Sosial (BPJS). Kemudian pada tahun yang sama fokus Program KBS berubah dan menyasar kepada seluruh Penduduk Kota Bekasi dengan berbasis NIK-KK. Hal tersebut didasari dengan Perwali Nomor 115 Tahun 2016 Tentang Pedoman Pelayanan Jaminan Kesehatan Daerah Bagi Keluarga Tidak Mampu Berbasis Kartu Keluarga dan Nomor Induk Kependudukan di Kota Bekasi. Namun payung hukum yang dijadikan landasan atas Program Kartu Bekasi Sehat belum terlalu kuat jika dibandingkan dengan program nasional yakni JKN-KIS. Sedangkan Pemerintah Kota Bekasi tidak mengintegrasikan Jamkesda Kota Bekasi dengan program nasional. Tujuan dari penelitian ini untuk menganalisis bagaimana Program Kartu Bekasi Sehat memberikan derajat kebermanfaatan bagi Masyarakat Kota Bekasi. Fokus penelitian terbagi tiga yang berdasar pada indikator rational choice (Coleman) yakni Perilaku Kolektif, Norma, dan Aktor Korporat. Jenis penelitian yang digunakan adalah kualitatif deskriptif. Hasil penelitian ini 3 indikator rational choice Coleman membuktikan adanya relevansi antar aktor-aktor baik mikro maupun makro yang saling memiliki relasi terkait Program Kartu Bekasi Sehat. Sehingga menghasilkan tindakan kolektif, yang mana merupakan bagian dari masing-masing kewenangan para aktor tersebut. Mampu mendorong terciptanya Perda Kota Bekasi Nomor 9 Tahun 2018 Tentang Jaminan Kesehatan Daerah.
English Abstract
Bekasi Health Card Program was one of the superior program of The Bekasi Government since 2016. The program focuses on the health sector which the poor are the main target. As many as 140.000 of the poor population of Bekasi City at that time who were outside from health insurance line through the Badan Penyelenggaran Jaminan Sosial (BPJS). Furthermore at the same year the focus of Bekasi Health Card has changed and regretted by the entire population of Bekasi City based on NIK-KK. Based on Bekasi’s Mayor Regulation Number 115 of 2016 Concerning The Guidelines For The Regional Health Insurance Services For Families Who Could Not Afford To Be Based On Family Cards And Population Numbers In The Bekasi City. However the legal standing as the basis for the Bekasi Health Card Program is not strong enough to compared the national program called The Healthy Indonesian National Health Insurance Card (JKN-KIS). While The Bekasi Government wasn’t integrate to the health insurance region with the national program. The purpose of this research is to analyze how the Bekasi Health Card Program provides a degree of usefulness for the Bekasi citizen. The focus of this research divided into three based on Coleman’s rational choice indicators, which are the behavior of collective, norms, and corporate actors. Qualitative descriptive used to the type of this research. The result of this research is 3 indicators of Coleman’s rational choice proved the existence of relevance between actors micro and macro which related of Bekasi Health Card Program. Resulting in collective action, which is part of each of the authority of the actors. Able to encourage of The Local Regulations Of Bekasi City Number 9 2018 On Health Coverage Area.
