Abstract
Penelitian ini membahas mengenai fenomena geostrategi yang dilakukan oleh Tiongkok yang menyasar kawasan Amerika Latin melalui pelaksanaan kerjasama dengan CELAC (Community of Latin American and Caribbean States) melalui kerangka kerjasama Forum CELAC-China pada tahun 2018. Bentuk geostrategi yang dilaksanakan oleh Tiongkok adalah penawaran proyek The Belt and Road Initiatives (BRI) atau One Belt One Road (OBOR) dalam forum tersebut yang mendapat respon positif sehingga memperdalam pengaruh Tiongkok di kawasan Amerika Latin. Tiongkok yang pada awalnya tidak memasukan kawasan Amerika Latin dalam rencana awal kebijakan BRI kemudian merubah dan akhirnya menambahkan kawasan tersebut, melahirkan sebuah urgensi penelitian yang berfokus pada perubahan geostrategi sebuah negara. Penelitian ini menggunakan konsep geostrategi milik Jakub Grygiel sebagai alat bedah kasus yang diteliti. Pembahasan meliputi analisis batas negara Tiongkok yang mempengaruhi orientasi geostrategi negara serta analisis power projection yang membahas tentang mekanisme pelaksanaan geostrategi Tiongkok tersebut.
English Abstract
This research focuses on geostrategy phenomenon that uses China as main subject. China conduct a geostrategy activity particularly to Latin America region by engaging cooperation with CELAC (Community of Latin American and Caribbean States), an all-Latin American organization on 2018 through a forum named Forum CELAC-China. The geostrategy activity that China conducts is the invitation to Latin American Nations to partake in China’s megaproject The Belt and Road Initiatives or commonly known as One Belt One Road. Latin American Nations welcomed it with open arms for the purpose of deepening the integration on economic sectors between China and Latin America. The anomaly of this research is that before this event happened, Chinese BRI doesn’t include Latin America as one of its purposed plan, therefore creating urgency of geopolitical and geostrategy shifting of a nation. This research will use the concept of geostrategy by Jakub Grygiel as a tool to find the answer. The discussion will be about China’s state border security as a means to analyze where a nations orienting its geostrategy and also about China’s power projection particularly the mechanism of China’s geostrategy to Latin America.
