Abstract
Penelitian ini akan membahas mengenai Pernikahan dini yang dilakukan oleh masyarakat di Lombok Barat. Permasalahan ini menjadi penting karena adat merupakan sesuatu yang dianggap sakral di masyrakat, namun terkadang terdapat adat yang dilakukan oleh masyarakat yang mempunyai dampak negative dikemudian hari, salah satunya adalah adat melariq kodeq yang ada di masyarakat Lombok. Pemerintah Lombok barat ingin menurunkan angka pernikahan dini dengan program GAMAQ, atau Gerakan Anti Melariq Kodeq. Permasalahan yang ditimbulkan adalah adanya pertentangan antara masyarakat dan pemerintah yang kemudian menimbulkan pertentangan diantara keduanya. Sebab Melariq Kodeq berdampak pada tingginya angka perceraian di Lombok Barat. Metode yang digunakan dalam penelitian adalah metode kualitatif deskriptif. Permasalahan tersebut dapat dilihat dengan menggunakan teori Evaluasi Program. William N Dunn menyebutkan bahwa Evaluasi diperuntukan untuk menilai sebuah kebijakan, dimana sejauh mana efektifitas dari kebijakan tersebut untuk dipertanggung jawabkan kepada khalayak publik, agar bisa diketahui apakah kebijakan tersebut sudah sesuai atau belum. Terdapat enam pendekatan yang digunakan dalam penelitian ini antara lain ada efektifitas, efesiensi, kecukupan, perataan, responsivitas, ketepatan. Hasil dari Penelitian program GAMAQ berjalan dengan sangat baik dikarenakan masyarakat yang berperan aktif dalam setiap kegiatan GAMAQ seperti kegiatan Dialog warga yang rutin dilakukan oleh masyarakat Desa Kediri dan juga melakukan sosialisasi mengenai bahayanya pernikahan dini di masyarakat. Namun salah satu indikator dalam Teori Evaluasi Program masih belum maksimal, yakni pada indikator efesiensi. Hal itu dapat terjadi karena kurangnya pembiayaan yang diberikan oleh pemerintah sehingga dapat menghambat program-program yang harusnya dapat diselesaikan dengan maksimal. Solusi yang dilakukan oleh masyarakat sendiri adalah dengan memberikan dana pribadi mereka.
English Abstract
This study will discuss early marriage conducted by the community in West Lombok. This problem is important because adat is something that is considered sacred in the community, but sometimes there are customs that are carried out by the community that have a negative impact in the future, one of which is adat melariq kodeq in Lombok communities. The West Lombok government wants to reduce the number of early marriages with the GAMAQ program, or the Gerakan Melariq Kodeq. The problem that arises is the existence of conflict between the community and the government which then raises a conflict between the two. Because Melariq Kodeq has an impact on the high divorce rate in West Lombok. The method used in the research is descriptive qualitative method. These problems can be seen using the theory of Program Evaluation. William N Dunn said that evaluation is intended to assess a policy, where the extent of the effectiveness of the policy is to be accountable to the public, so that it can be known whether the policy is appropriate or not. There are six approaches used in this study, including effectiveness, efficiency, adequacy, alignment, responsiveness, accuracy. The results of the GAMAQ research program went very well because people who played an active role in every GAMAQ activity such as citizen Dialogue activities were routinely carried out by the people of Kediri Village and also socialized the dangers of early marriage in the community. But one indicator in the Program Evaluation Theory is still not maximal, namely the efficiency indicator. This can occur because of the lack of funding provided by the government so that it can hamper programs that should be able to be resolved to the maximum. The solution made by the community itself is to provide their personal funds.
