Abstract
Penelitian ini bertujuan untuk mengetahui terkait faktor penyebab konflik dalam pembahasan APBDesa di Pemerintahan Desa di Desa Bocek dan untuk mengetahui proses penyelesaian konflik dalam pembahasan dan pengalokasian Dana APBDesa. Dalam peniliti menggunakan teori konflik dari Lewis Alferd Coser. Dimana dalam teori ini menjelaskan bahwa konflik tidak harus bersifat negatif, tetapi juga dapat bersifat positif. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan penentuan informan berupa purposive. Hasil penelitian ini berupa faktor penyebab konflik Pertama, aktor BPD memiliki histori konflik lahan dengan kepala desa tekait lahan yang telah dijual kepada pihak TNI yang menyebabkan timbulnya permasalahan di pemerintahan desa bocek; Kedua, permasalahan kepala desa yang melakukan tindak pidana korupsi secara terus menerus mulai dari tahun 2015 hingga tahun 2016; Ketiga, pemahaman yang salah dari pihak BPD terkait APBDesa dan penanggungjawab sementara, sehingga menyebabkan pengunduran diri 5 anggota BPD. Proses resolusi konflik yang dilakukan oleh pihak kecamatan melalui proses mediasi. Kecamatan selaku pihak netral dalam konflik, memakai tahap resolusi konflik peace building yang dalam hal perubahan reskontruksi sosial, politik, dan ekonomi, yang menghasilkan mekanisme baru, keputusan ini digunakan oleh pihak kecamatan dikarenakan dari pihak kepala desa agar merubah sifat dan perilaku yang kurang baik, dan untuk pihak BPD keputusan ini diambil agar sistem birokrasi di pemerintahan desa agar bisa berjalan, hanya dengan 2 anggota BPD yang berkerja di pemerintah desa bocek.
English Abstract
This research aim to analyze multiple factors of conflict and the process of overcoming the conflict that occurs in Desa Bocek related to APBDesa in Village Administrative Government. The analysis of this research uses Lewis Alferf Coser theory of conflict stating that not all conflict create a negative result but can also create a positive one. Method used in this thesis is descriptive qualitative with purposive informan. Based on analysis that has been done, the source of conflict comes from First : History of BPD actor with Head of Village that has a problem with Indonesian Army related to land selling; Second : Head of Village involved in corruption from 2015 to 2016; Third : Misunderstanding of BPD party related to APBDesa that causes 5 resignations of BPD member. Conflict resolution approach through mediation by sub-district officer use peace building process that includes changes in social, politic and economic reconstruction resulting a new mechanism. Taking into account by having this decision, all Village Head are willing to change their attitude and manner and for BPD Party to make sure that bureaucracy system runs well eventhough with only 2 BPD that works in Bocek Village.
