Abstract
Dinas Komunikasi dan Informatika (DISKOMINFO) kota Malang merupakan salah satu instansi pemerintahan yang menerapkan teknologi informasi dalam menunjang proses-proses pengolahan informasi yang dijalankannya. Agar proses pengolahan informasi berjalan sesuai dengan harapan, maka diperlukan tata kelola TI yang baik dan selaras dengan tujuan dari instansi terkait. Berdasarkan hasil wawancara yang dilakukan, ditemukan beberapa permasalahan dalam pelaksanaanya, seperti belum dijalankan SOP dengan maksimal, beberapa personil masih melakukan tugas dari personil lainnya, kurangnya tenaga teknis, kegiatan MONEV kurang berjalan optimal dan dilakukan secara informal. Beberapa permasalahan tersebut dapat digolongkan pada proses di dalam domain Plan and Organise dan Monitor and Evaluate pada kerangka kerja COBIT 4.1. COBIT 4.1 digunakan untuk mengetahui tingkat kematangan TI dan juga memberikan rekomendasi dari kegiatan evaluasi yang dilakukan. Hasil evaluasi menunjukkan, pada domain PO nilai rata-rata tingkat kematangannya sebesar 2,6 atau mencapai level 3 (Defined Process), sedangkan pada domain ME nilai rata-rata tingkat kematangannya sebesar 2,25 atau mencapai level 2 (Repeatable but Intuitive). Rekomendasi diberikan dengan tujuan agar DISKOMINFO kota Malang dapat meningkatkan nilai tingkat kematangan TI, sehingga bentuk tata kelola TI yang ada dapat diperbaiki.
English Abstract
Dinas Komunikasi dan Informatika (DISKOMINFO) kota Malang is one of the government agencies that apply information technology to support the information processing processes that it carries out. In order for the information processing to go according to expectations, IT governance is needed that is good and in line with the objectives of the relevant agencies. Based on the result of interviews conducted, several problems were found in the implementation, such as the implementation of the SOPs had not been carried out maximally, some personnel were still carrying out duties from other personnel, lack of technical personnel, MONEV activities do not run optimally and are carried out informally. Some of these problems can be classified into processes in the Plan and Organise and Monitor and Evaluate domains in the COBIT 4.1 framework. COBIT 4.1 is used to determine the level of IT maturity and also provide recommendations form the evaluation activities carried out. Evaluation result show, in the PO domain the average value of maturity is 2,6 or reaches level 3 (Defined Process), while in the ME domain the average maturity level is 2,25 or reaches level 2 (Repatable but intuitive). Recommendations are given eith the aim that DIKSOMINFO kota Malang can increase the value of IT maturity, so that existing forms of IT governance can be improved.
