Abstract
Notaris merupakan pejabat umum yang berwenang untuk membuat akta otentik dan kewenangan lainnya sebagaimana yang dimaksud dalam UndangUndang Jabatan Notaris (UUJN). Salah satu kegiatan notaris adalah melakukan proses administrasi dan melakukan pembukuan terhadap akta yang disimpan berbentuk protokol notaris.dari proses administrasi dan pembukuan protokol notaris ditemukan beberapa permasalahan yang dialami oleh pemilik dan pegawai kantor notaris. Permasalahan pertama adalah apabila pemilik notaris tidak dapat menjaga protokol notaris dengan baik, seperti tercecer, hilang, atau rusak pemilik notaris dapat terkena sanksi dari pasal 16 ayat (11) UUJN 2/2014. Permasalahan kedua, yaitu banyaknya protokol notaris dapat membuat kesulitan bagi pemilik dan pegawai notaris apabila sewaktu-waktu klien meminta perkembangan aktanya. Pemilik dan pegawai harus memperkirakan dimana akta tersebut disimpan. Permasalahan ketiga adalah tenggat pekerjaan menjadi masalah dikarenakan pegawai kantor notaris terkadang lupa pekerjaan mana yang mendekati tenggat. Selain itu, protokol notaris yang disimpan selama dapat mengalami kerusakan bertahun-tahun dikarenakan umur kertas hanya dapat bertahan beberapa belas tahun. Berdasarkan permasalahan tersebut, maka dilakukan pengembangan sistem pembukuan dan administrasi protokol notaris yang dapat menyimpan protokol notaris secara digital yang disesuaikan katalog terhadap penyimpanan fisik di kantor notaris, memberikan notifikasi umur kertas berdasarkan lama penyimpanan protokol notaris, pengingat tenggat pekerjaan dan pengawasan pekerjaan kantor, seperti pekerjaan apa saja yang belum selesai, perkembangan dari pekerjaan yang sedang dikerjakan, dan siapa yang mengerjakan menyelesaikan permasalahan kantor notaris. Proses pengembangan perangkat lunak ini menggunakan metode waterfall. Sistem ini dikembangkan dengan berbasis web, menggunakan bahasa pemrograman PHP, dan framework codeigniter. Pengujian unit dilakukan dengan menggunakan metode whitebox testing dan hasilnya menujukan nilai 100% valid dari 3 kasus uji. Pengujian Validasi dilakukan menggunakan metode black box testing dan hasilnya 100% valid dari 93 kasus uji. Pengujian usability dilakukan dengan metode System Usability Scale dan mendapatkan skor sebesar 85,5 dan dari skor ini dapat dikategorikan acceptable, sehingga sistem telah memenuhi kebutuhan pengguna.
English Abstract
A notary is an approved public official to make an authentic deed and other authority, written in Undang-Undang Jabatan Notaris (UUJN). One of the notary activity is to carry out the administrative process and book the deeds that stored in the form of a notary protocol. From the administration process to bookkeeping notary protocols, there are several problems experienced by owners and employees of the notary office. The first problem is when the notary owners cannot properly maintain the notary protocol, such as being scattered, lost, or damaged the notary may be sanctioned is written in pasal 16 article number (11) UUJN 2/2014. The second problem is the number of notary protocols, it is difficult for owners and employees when the client ask their deed progress. The Owners and Employees must predict where the deed is stored. The third problem is deadlines, because employees of the notary office sometimes forget which work is close to the deadline. In addition, notary protocols that are stored can be damaged for years due to the age of the paper that can only last a dozen years. Based on these problems, there’s a new method for the bookkeeping system and notary protocol administration, is stored digitally. Based on the notary protocols catalog from the physical storage at the office, it gives notifications about the paper age, deadline reminders and supervise the office work, such as any work that has not been completed, the progress of the work, and who works to solve the office problems. The software development is using the waterfall method. This system was developed by web-based, using the PHP programming language, and codeigniter framework. Unit testing is using the white box testing method and the results 100% valid from 3 tests. Validation testing is done using the black box testing method and the results are 100% valid from 93 tests. Usability testing is done using the System Usability Scale method the score is 85,5 and categorized acceptable, so the system has complete the needs of users.
