Abstract
Penelitian ini bertujuan untuk memaparkan mengenai efektivitas sanksi ekonomi Uni Eropa terhadap Iran terkait program proliferasi nuklir. Nuklir merupakan senjata pemusnah massal yang dapat mengancam keamanan dan kestabilan dunia. Dalam hal ini, Iran selaku negara yang melakukan kegiatan proliferasi nuklir secara horizontal telah merusak hubungannya dengan rekan dagang utamanya yakni Uni Eropa. Negosiasi demi negosiasi yang dilakukan oleh Uni Eropa dengan Iran tidak menghasilkan kesepakatan apapun dan beberapa kesepakatan dilanggar oleh Iran. Akhirnya, Uni Eropa sebagai organisasi regional memutuskan untuk memberikan sanksi ekonominya terhadap Iran/ Sanksi tersebut diperpanjang di tahun 2012 dan dicabut pada tahun 2016. Kasus ini akan di analisis dengan menggunakan konsep economic sanctions milik Hufbauer, Schott, dan Elliott yang melihat efektivitas sanksi dari sudut pandang negara pengirim sanksi melalui tiga variabel yang mempengaruhi efektivitas sebuah sanksi itu sendiri.
English Abstract
This research aims to explain about the effectiveness of European Union economic sanctions on Iran regarding to the nuclear proliferation program. Nuclear is a weapon of mass destruction that can threaten world‟s security and stability. In this case, Iran as a country that horizontally conducts nuclear proliferation activity has harmed its relation with its main trading partner, the European Union. Negotiations have been done by the European Union and Iran yet, did not produce any agreement and Iran has violated some agreement. At last, European Union as a regional organization imposed economic sanctions against Iran. The sanctions were prolonged in 2012 and lifted in 2016. This case will be analysed using the concept of economic sanctions by Hufbauer, Schott, and Elliott that sees the effectiveness of sanction from the point of view of the sender of sanctions through three variables that influence the effectiveness of sanctions themselves.
