Abstract

Pelaksanaan Penerimaan Peserta Didik Baru (PPDB) Sistem Zonasi merupakan strategi pemerintah dalam meningkatkan pemerataan kualitas pendidikan. Pelaksanaan nya diatur melalui Permendikbud Nomor 14 Tahun 2018 yang mewajibkan seluruh sekolah yang d selenggarakan pemerintah wajib menerima calon pesertadidik minimal 90% pada radius zona terdekat. Kota Blitar dalam menerapkan PPDB sistem zonasi tingkat SMP dilakukan sesuai dengan arahan Mendikbud. Tujuan dari penelitian ini untuk mendeskripsikan bagaimana implementasi Kebijakan Pendidikan Sistem Zonasi pada PPDB tingkat SMP di Kota Blitar. Fokus penelitian ini menggunakan teori Merilee S. Grindle yang terdapat 2 variabel besar yakni isi kebijakan meliputi isi kebijakan, tipe manfaat, derajat perubahan yang dicapai, kedudukan pembuat kebijakan, pelaksanaan, dan sumberdaya dan lingkungan kebijakan yang meliputi kekuasaan,kepentingan aktor dan strategi yang dikerahkan, karasteristik lembaga dan kepatuhan dan daya respon. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil dari penelitian secara umum sudah berjalan baik seluruh pelaksanaan sudah mengacu penuh terhadap peraturan. Pemerintah Kota Blitar sangat mendukung adanya kebijakan sistem zonasi karena sejalan dengan visi Kota Blitar. Namun pelaksanaanya kurang berjalan maksimal dari total 9 sekolah SMP hanya terdapat 2 sekolah yakni SMP 2 dan SMP 7 yang memenuhi indikator keberhasilan sekolah yang menerima calon peserta didik minimal 90% dari radius zona terdekat.

English Abstract

The new students for ( PPDB ) zoning system is government equity strategy in improving the quality of education.His regulated by the permendikbud number 14 years 2018 who requires all school in the government responsibility candidates held students receive at least 90 % in the radius zone. Blitar in applying for city zoning system junior high schools undertaken in accordance with mendikbud direction.The purpose of this study to find how implementation zoning system for education policy in junior high schools in the blitar city then know what factors that supports and hinders a process the policy implementation. The purpose of this study to see how the education policy zoning system in for junior high schools in the city and observe the blitar factors whatever support and the process of inhibiting the implementation of this policy .The focus of this study using theory Merilee S .Grindle that is the great variable 2 policy covering the policy, type benefits, degree change reached, for policy makers , the implementation of , and resources and environmental policy covering power , the actor and strategies deployed , caracteristic institutions and compliance and the response . The kind of research used in this research was descriptive qualitative .The results of the research have generally been going well all the has been referred to the full .The government of blitar supports that there was a policy zoning system because in line with the vision of blitar . But the implementation of the total maximum not running 9 junior high schools only 2 schools namely junior high schools 2 of Blitar and junior high schools 7 of Blitar that met the success of schools that received prospective students at least 90 % radius of the zone .A lot of the factors hindering as the lack of socialization , lack of the role of parents in removing mindset popular schools and school favorite and the limited resources of technologists causing human error in the implementation .There have been strong supporters of the legal basis mapping strategy and assure the implementation of a zone for zoning system running in accordance with the regulations .
