Abstract
Kelurahan Kramat Jati dalam melaksanakan pelayanan masyarakat melalui pelayanan terpadu satu pintu (PTSP). PTSP Kramat Jati berdiri sejak 2014, melayani 66 jenis perizinan dan non-perizinan. Pada tahun 2018 PTSP Kramat Jati memberikan pelayanan sebanyak 5684 kewenangan PTSP. Kelurahan Kramat Jati merupakan kelurahan yang banyak menerima penghargaan atas kinerjanya. Penelitian kualitatif deskriptif ini menggunakan teori Warsito Utomo melalui Good Governance dengan lima indikator rule of law, akuntabilitas, transparansi, profesionalisme dan partisipasi. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Hasil penelitian mengatakan bahwa PTSP di Kelurahan Kramat Jati belum sepenuhnya dapat dikatakan sesuai dengan konsep good governance, karena masih ada indikator yang belum terpenuhi yakni partisipasi. Dilihat dari indikator rule of law bahwa PTSP Kelurahan Kramat Jati memiliki jaminan kepastian hukum yang jelas. Jaminan kepastian hukum tersebut adalah Pergub Nomor 55 Tahun 2014, Pergub Nomor 57 Tahun 2014 dan Perda Nomor 12 Tahun 2013 tentang pelayanan publik di Jakarta. Indikator akuntabilitas pelaksanaan PTSP yang ada di Kelurahan Kramat Jati memiliki laporan pertanggungjawaban, seluruh bentuk pelayanan yang diberikan oleh kelurahan memiliki laporan yang jelas untuk ketingkatan atasnya dan dilakukan sesuai dengan prosedur. Indikator transparansi PTSP Kelurahan Kramat Jati memiliki data laporan total pelayanan perizinan yang telah dikeluarkan secara lengkap pada tahun 2015 hingga 2018. Indikator profesionalisme dilihat dari hasil persentase survey angka kepuasan masyarakat yang didapat selama setahun rata-rata sebesar 96,33%. Indikator partisipasi di Kelurahan Kramat Jati belum sesuai dengan konsep good governance karena masyarakat belum terlibat dalam pelaksanaan PTSP yang ada di kelurahan.
English Abstract
Kramat Jati Village in implementing community services through one-stop integrated services (PTSP). Kramat Jati PTSP was established in 2014, serving 66 types of licensing and non-licensing. In 2018 Kramat Jati PTSP provided services for 5684 PTSP authorities. Kramat Jati Village is a village that receives many awards for its performance. This descriptive qualitative study uses Warsito Utomo's theory through Good Governance with five rule of law indicators, accountability, transparency, professionalism and participation. Data collection techniques used were interviews and documentation. The results of the study say that PTSP in Kramat Jati Village has not fully been said to be in accordance with the concept of good governance, because there are still indicators that have not been met namely participation. Judging from the rule of law indicator that PTSP of Kramat Jati Village has a clear legal certainty. The legal certainty is governor's regulation number 55 of 2014, governor's regulation number 57 of 2014 and local regulation number 12 of 2013 concerning public services in Jakarta. The accountability indicators for PTSP implementation in Kramat Jati Village have accountability reports, all forms of services provided by the kelurahan have clear reports for their level and are carried out according to procedures. PTSP Kramat Jati transparency Indicator has report data on total licensing services that have been issued in full from 2015 to 2018. The indicator of professionalism seen from the percentage of community satisfaction surveys obtained during the year is an average of 96.33%. The indicator of participation in Kramat Jati Village is not yet in accordance with the concept of good governance because the community has not been involved in the implementation of PTSP in the kelurahan.
