Abstract
Penelitian ini membahas mengenai fenomena perubahan ruang yang terjadi di wilayah kaki bukit “Pusuk Buhit”, serta terlibatnya unsur kekuasaan di dalam terjadinya fenomena tersebut. Adapun, perubahan ruang yang terjadi di wilayah kaki bukit “Pusuk Buhit” mencakup beberapa aspek yaitu, aspek aktivitas sosial masyarakat dan juga pada aspek fisik dari ruang tersebut. Serangkaian perubahan yang terjadi tersebut, berlangsung di dalam kerangka kebijakan pembangunan sektor pariwisata yang dijalankan oleh pemerintah Kabupaten Samosir, yang mana di dalam kerangka kebijakan tersebut, wilayah kaki bukit “Pusuk Buhit” ditetapkan sebagai objek wisata. Dengan ditetapkannya wilayah kaki bukit “Pusuk Buhit” sebagai suatu objek wisata, bukan hanya membawa serangkaian perubahan pada ruang tersebut, melainkan juga menjadikan ruang tersebut sebagai sebuah ruang yang mampu berkontribusi secara ekonomi, bagi masyarakat, pemerintah, dan juga investor. Kemudian, untuk dapat menyajikan sebuah uraian yang komprehensif terkait topik perubahan spasial ini, peneliti menggunakan teori produksi ruang dari Henri Lefebvre, serta metode penelitian jenis kualitatif dan teknik pengumpulan data wawancara, observasi, dan analisis dokumen.
English Abstract
This study discusses the phenomenon of spatial changes that occur in the foothills "Pusuk Buhit", as well as the involvement of elements of power in the occurrence of this phenomenon. Meanwhile, changes in space that occur in the foothills of "Pusuk Buhit" include several aspects, namely, aspects of social activities of the community and also the physical aspects of the space. A series of changes that took place took place within the framework of the tourism sector development policy carried out by the government of Samosir Regency, which within the framework of the policy, the "Pusuk Buhit" foothill region was designated as a tourist attraction. With the establishment of the "Pusuk Buhit" foothill area as a tourist attraction, not only does it bring a series of changes to the space, it also makes the space a space that is able to contribute economically, to society, the government, and also investors. Then, to be able to present a comprehensive description of the topic of spatial change, researchers used the theory of space production from Henri Lefebvre, as well as qualitative type research methods and techniques for collecting data on interviews, observation, and document analysis.
