Abstract
Penelitian ini ditujukan pada peranan dan strategi Federasi HUKATAN di Kabupaten Nganjuk, dalam upaya untuk memperjuangkan hak-hak buruh melalui perlawanan politik kepada institusi yang berhubungan dengan bidang perburuhan. Meningkatnya aktifitas industri dan belum terwakilkannya aspirasi buruh, mendorong beberapa kelompok buruh untuk mendirikan sebuah serikat buruh dengan dibantu oleh beberapa orang yang peduli terhadap nasib buruh menjadi awal lahirnya Federasi HUKATAN. Serikat buruh menjadi momok tersendiri bagi hubungan bisnis bagi perusahaan, outsourcing dan pemerintah karenanya timbul resistensi atau perlawanan akibat tidak ingin ada perubahan yang berpotensi mengganggu status quo. Metode penelitian deskriptif kualitatif menjadi opsi untuk menganalisis fenomena yang muncul di lapangan. Teknik pengumpulan data yang digunakan yaitu dengan wawancara dan studi dokumentasi, serta untuk validasi data penelitian menggunakan triangulasi data. Berdasarkan hasil penelitian, Federasi HUKATAN memiliki beberapa cara tersendiri dalam memperjuangkan hak-hak buruh, yakni melalui lobby, aksi dan kompromi. Selama proses penyelesaiannya konflik, Hukatan melakukan propaganda dengan menanamkan semangat perburuhan kepada para buruh melalui diskusi-diskusi kecil dari satu warung ke warung lainnya di sekitar perusahaan. Tujuannya adalah memberikan pendidikan perburuhan sebagai landasan awal agar buruh melakukan gerakan. Proses penyelesaian konflik di PT. Lotus mengalami deadlock, karena hasil dari tidak berfungsinya Bipartit dan PHK beberapa buruh setelah aksi mogok kerja. Federasi Hukatan membentuk kelompok afiliasi dengan beberapa kelompok lain seperti asosiasi wartawan dan LSM Aliansi Masyarakat Nganjuk, tujuannya untuk mempermudah langkah mereka memperjuangkan hak-hak buruh. Dampak dari gerakan yang dilakukan menimbulkan resitensi dari pihak yang merasa terancam karena usaha dari Hukatan untuk merubah kondisi buruh di Kabupaten Nganjuk.
English Abstract
This research intended at the role and strategy of the HUKATAN Federation in Nganjuk Region, in an effort to fight for labor right through political resistance to institution who related about labor. Increased Industrial activity and the lackaing representation of labor aspirations, encouraging several groups of workers to establish a labor union with the help of a number of people who care about the fate of workers as the beginning of the HUKATAN Federation. Labor unions have become a scourge for a business relations between company, outsourcing, and the government, therfore arise some resistance as due to not wanting any change wich has a potential to disrupt status quo. Qualitative desciptive research method is an option to analyze phenomenon that appear in the field. Data collection techniques that used are interview and documentation studies, and to validate research data using data triangulation. Based on the research results, HUKATAN Federation has several ways to fight for labor right through lobbying, action and compromise. During the conflict resolution process, HUKATAN commit to propaganda by instilling the spirit of labor through small group discussions from one shop to another around the company. The purpose is to provide labor education as the initial foundation for worker to carry out a movement. The conflict resolution process has a deadlock, because of the bipartite malfunction and layoffs of some workers after strike action. HUKATAN Federation formed affiliate group with some group such as the Journalis Association, SPSI, and the Alliance of Nganjuk Society NGO, the pupose is to facilitate their steps to fight for labor rights. the impact of movements gave rise to the resistance who felt threatened because of Hukatan effort to change the labors condition in Nganjuk Region.
