Abstract
Penelitian ini bertujuan untuk memberikan gambaran mengenai bentuk dan dinamika konflik akibat pertambangan di Gunung Pegat, Bojonegoro. Penelitian ini berusaha memetakan kepentingan-kepentingan para aktor dan kelompok-kelompok konflik. Penelitian ini menggunakan teori konflik masyarakat industrial Ralf Dahrendorf yang membahas mengenai kepentingan kelompok yang berkonflik hingga perubahan yang terjadi pasca resolusi konflik. Penelitian ini menggunakan pendekatan kualitatif dan menemukan konflik utama terjadi antara kelompok Persatuan Pemuda Peduli Lingkungan (P3L) dan PT WBS selaku perusahaan penambang di Gunung Pegat, Bojonegoro. Penelitian ini menunjukkan bahwa kepentingan kelompok P3L antara lain: mengurangi dampak debu yang menganggu kesahatan, serta mengotori jalan dan rumah warga dengan pengadaan fasilitas yang dapat mengurangi dampak debu tersebut; mengurangi jam kerja kegiatan penambangan agar tidak terlalu mengganggu aktivitas warga; dan, menuntut dan menunggu kompensasi PT WBS atas dampak pertambangan di Gunung Pegat, Bojonegoro. Sementara itu, pihak PT WBS berkepentingan untuk tetap dapat melakukan kegiatan penambangan tanpa hambatan dari warga sekitar tambang. Proses negosiasi kepentingan sebagai upaya resolusi konflik berjalan dengan baik sehingga kepentingan kedua kelompok konflik dapat terakomodasi. Selanjutnya, perubahan yang terjadi pasca resolusi konflik tersebut adalah kegiatan pertambangan masih tetap dapat beroperasi. Tidak ada lagi aksi penolakan warga terhadap kegiatan penambangan di Gunung Pegat, Desa Gajah. Dengan demikian, dapat dilihat bahwa adanya indutrialisasi dalam proses pengelolaan sumber daya alam dapat menimbulkan konflik antar kelompok kepentingan. Konflik ini akhirnya dapat diminimalisir ketika kepentingan masing-masing aktor dapat terakomodasi sehingga membawa perubahan sosial.
English Abstract
This study aims to provide an overview of the shape and dynamics of conflict due to mining at Gunung Pegat, Bojonegoro. This research seeks to map the interests of conflict actors and groups. This study uses Ralf Dahrendorf's industrial society conflict theory which discusses the interests of conflicting groups until the changes that occur after conflict resolution. This study used a qualitative approach and found that the main conflict occurred between the Group of Persatuan Pemuda Peduli Lingkungan (P3L) and PT WBS as the mining company in Gunung Pegat, Bojonegoro. This research shows that the interests of the P3L group include: reducing the impact of dust that disturbs health, and polluting the roads and homes of residents by providing facilities that can reduce the impact of the dust; reduce working hours of mining activities so as not to interfere with people's activities; and, sued and waited for compensation to PT WBS for the impact of mining at Gunung Pegat, Bojonegoro. Meanwhile, PT WBS has an interest in continuing to carry out mining activities without obstacles from residents around the mine. The process of negotiating interests as an effort to resolve conflict goes well so that the interests of the two conflict groups can be accommodated. Furthermore, the changes that occur after the conflict resolution are that mining activities can still operate. There is no more action against residents refusing mining activities at Mount Pegat, Gajah Village. Thus, it can be seen that the existence of industry in the process of managing natural resources can lead to conflicts between interest groups. This conflict can finally be minimized when the interests of each actor can be accommodated to bring social change.
