Abstract

Untuk dapat melaksanakan sebuah penyelenggaraan tata kelola pemerintahan yang baik, maka diperlukan hubungan yang baik antara institusi yang terlibat di dalamnya, baik institusi formal maupun informal. Hubungan yang dimaksud bisa berupa hubungan dalam bentuk kolaborasi atau bahkan relasi. Kota Ternate merupakan salah satu kota yang memiliki dua model sistem pemerintahan yang berbeda, yaitu sistem pemerintahan tradisional yang diwakili oleh Kesultanan Ternate dan sistem pemerintahan modern yang diwakili oleh Pemerintah Kota Ternate. Selain itu, Kota Ternate juga merupakan kota yang memiliki berbagai pariwisata, termasuk didalamnya yaitu Wisata Bahari Pantai Sulamadaha yang langsung dikelola oleh Dinas Pariwisata Kota Ternate. Dikarenakan lokasi pantai yang berada dalam wilayah adat Kesultanan Ternate yakni Kelurahan Sulamadaha, maka model pengelolaan yang dilakukan yaitu dengan cara melibatkan partisipasi masyarakat di kelurahan tersebut. Kemudian secara tidak langsung dalam pengelolaan tersebut terciptalah relasi antara kedua institusi, yaitu antara Dinas Pariwisata sebagai institusi formal dan Kesultanan Ternate sebagai institusi informal. Penelitian yang dilakukan ini menggunakan metode penelitian kualitatif dengan jenis penelitian studi kasus. Sedangkan teori yang digunakan dalam penelitian ini adalah teori Relasi Institusi milik Helmke dan Levitsky. Hasil yang didapatkan melalui pembahasan penelitian menunjukan bahwa pola relasi yang tercipta adalah pola relasi yang bersifat complementary. Hal ini dikarenakan kinerja dari Dinas Pariwisata Kota Ternate terhadap pengelolaan Pantai Sulamadaha telah berjalan dengan efektif. Disisi lain, hubungan yang tercipta antara Dinas Pariwisata Kota Ternate dengan Kesultanan Ternate yaitu bersifat convergent atau mendekat. Hal tersebut kemudian menjadikan Kesultanan Ternate sebagai partner kerja dari Dinas Pariwisata Kota Ternate agar bisa melengkapi beberapa permasalahan yang tercipta.

English Abstract

In order to perform a good governance, a good relationship between the institutions is required, both formal and informal institutions. The relationship between the two institutional is known as institutional relation. Ternate is one of the cities that has two different system models of goverment, namely tranditional government system represented by Sultanate of Ternate and modern government system represented by the Government of Ternate. Moreover, Ternate City is also a city that has many tourism objects, one of which is wisata bahari Sulamadaha beach which directly managed by Ternate Government Tourism Office. Since the beach is located in customary territory of sultanate of ternate, the model of the management that is used is by involving the society's participation in that urban village. Then,indirectly, it builds the relationship between both institution, Government Tourism Office as the formal institution and Sultanate of Ternate as the informal institution. This study employed qualitative method with the type of case study reasearch. While theory that was used in this study was constitutional relations by Helmke and Levitsky. The results obtained through discussion of research show that the pattern of relations created is a complementary pattern. This is because the effort of Ternate City Tourism Office in managing Sulamadaha Beach had been done effectifely. On the other side, Ternate City Tourism Office and Ternate Sultanate was convergent. This made the Ternate Sultanate as a working partner of Ternate City Tourism Office to complete some arised problem.
