Abstract

Potensi pariwisata di Indonesia sangat mempengaruhi pendapatan devisa negara terbukti pada tahun 2017 pendapatan devisa negara dari sektor pariwisata sebesar US$ 13,568 miliar berada di posisi kedua setelah Industri Kelapa Sawit US$ 15,965 miliar. Desa Tamansari merupakan salah satu desa yang mengembangkan pariwisatanya dibantu dana oleh CSR BCA sesuai dengan peraturan daerah Kabupaten Banyuwangi Nomor 13 Tahun 2012 tentang rencana induk pembangunan kepariwisataan dalam hal ini pendanaan pengembangan pariwisata dibantu oleh pihak CSR Penelitian ini mengangkat tentang relasi aktor dalam pengelolaan wisata di Desa Tamansari. Kajian ini dianalisis menggunakan teori Governance Network dari Christopher Koliba, Jack W. Meek, dan Asim Zia dengan indikatornya yaitu, struktur, pola hubungan, negosiasi, dan kerjasama. Adapun jenis penelitian ini yaitu penelitian kualitatif yang diulas secara deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa, pertama, struktur dalam pengelolaan wisata di Desa Tamansari membentuk hubungan antara pemerintah, swasta, dan masyarakat. Kedua, pola hubungan terbentuk dikarenakan adanya koordinasi antar aktor berjalan lancar. Ketiga, negosiasi antara pemerintah dengan pihak CSR dilakukan melalui komunikasi secara langsung. Keempat, kerjasama dalam pelaksanaan pengelolaan wisata antara aktor dilakukan berdasarkan rasa saling percaya antara pemerintah dengan swasta dan masyarakat dengan BUMDES”Ijen Lestari” mempunyai perjanjian kerjasama secara tertulis.

English Abstract

Tourism potential in Indonesia greatly influences the foreign exchange income of the country, as it was proven in 2017 the foreign exchange income from the tourism sector amounted to USD 13.568 billion, ranked second just below the Palm Oil Industry, amounted to USD 15,965 billion. Tamansari Village is one of the villages which developed its tourism by the assistance of the CSR BCA funding as stipulated in the Regional Regulation Number 13 of 2012 on the master plan for tourism development. This study aims to determine the relation of actors in tourism management in Tamansari Village, and was analyzed using the theory of Governance Network proposed by Christopher Koliba, Jack W. Meek, and Asim Zia of which indicators include structure, relationship patterns, negotiation, and collaboration. The study is of qualitative research design, descriptively elaborated. The techniques in collecting data included interviews, observation, and documentation. The results showed that, first, the structure in tourism management in Tamansari Village established a relationship between the government, the private sector, and the community. Second, the relationship pattern was established due to the coordination among actors. Third, the negotiation between the government and the CSR were carried out through direct communication. Fourth, the cooperation in implementing the tourism management among actors was carried out based on mutual trust between the government with the private sector and the community with the BUMDES (village-owned enterprise) “Ijen Lestari”, and was formally written in the form of cooperation agreement.
