Abstract

Penelitian ini dilakukan atas adanya permasalahan penggunaan narkoba di kalangan pelajar yang semakin meningkat. Pemerintah Kota Kediri mengeluarkan keputusan pemberantasan narkoba di kalangan pelajar melalui pengintegrasian Kurikulum P4GN pada semua mata pelajaran di sekolah menengah pertama. Tetapi pada pelaksanaan implementasi kurikulum P4GN masih terdapat kendala diantaranya adalah masih banyak guru yang tidak memiliki pengalaman dan pengetahuan dasar tentang narkoba, serta tidak ada pengawasan dari pihak Dinas pendidikan Kota Kediri pada implementasi kurikulum P4GN. Adapun tujuan dari penelitian ini adalah Untuk mengetahui dan menganalisis Implementasi Kebijakan Kurikulum Terintegrasi Pencegahan, Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkotika (P4GN) pada sekolah menengah pertama (Study pada Dinas Pendidikan Kota Kediri) dan Untuk mengetahui Faktor penghambat dan pendukung yang mempengaruhi Implementasi Kebijakan Kurikulum Terintegrasi Pencegahan, Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkotika. Jenis penelitian ini menggunakan metode diskriptif dengan pendekatan kualitatif. fokus penelitiannya terdiri dari Aktor dan Pelaku dalam Implementasi Kebijakan Kurikulum, Pencegahan, Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkotika, Tujuan Kebijakan, Tahapan Proses Implementasi Kebijakan Faktor Penghambat dan Pendukung yang mempengaruhi Implementasi Kebijakan Kurikulum, Pencegahan, Pemberantasan, Penyalahgunaan dan Peredaran Gelap Narkotika. Lokasi Penelitian di Kota Kediri. Situs Penelitian Di Dinas Pendidikan Kota Kediri. Penelitian ini menggunakan data primer dan sukunder sedangkan teknik penelitiannya menggunakan Wawancara observasi dan Dokumentasi. Instrumen penelitiannya menggunakanPeneliti Sendiri, Alat Tulis dan catatan serta dokumentasi. Implementasi kurikulum dapat terlaksana dengan baik sesuai dengan tujuan yang di harapkan.Aktor dan pelaku yang terlibat dalam pelaksanaan kutikulum P4GN adalah Dinas Pendidikan Kota Kediri, Badan Narkotika Nasional Kota Kediri, Kementrian Agama Kota Kediri, Kepala Sekolah dan Guru Sekolah memengah pertama. Tahapan Proses Implementasi Kebijkan Kurikulum P4GN terdiri dari 3 tahapan yaitu Tahap Persiapan, Tahap Pelaksanaan, Tahap Evaluasi yang belum di lakukan oleh Dinas Pendidikan.Faktor Pendudukung yaitu Sumber daya Manusia, Adanya dukungan Dari Badan Narkotika Nasional Kota Kediri dan adanya kesadaran serta partisipasi dari peserta didik. Faktor Penghambat internal dan eksternal yaitu keberadaan sarana dan prasarana yang kurang memadai, Komitmen guru pada kurikulum P4GN dan sumber daya waktu.

English Abstract

This research was conducted over the existence of the problem of drug use among students has increased. The Government decreed the eradication of Kediri drugs among students through Curriculum integration P4GN on all subjects in junior high school. But on the implementation of curriculum implementation P4GN there are still obstacles which are still many teachers who do not have the experience and basic knowledge about drugs, and there is no oversight of the Office of education on curriculum implementation of Kediri P4GN. As for the purpose of this research is to find out and analyze the implementation of integrated curriculum Policy of prevention, Eradication, abuse and illicit traffic in narcotic drugs (P4GN) in middle school (Study on duty education Kediri) and to know the factors restricting and supporters that affect implementation of integrated curriculum Policy of prevention, Eradication, abuse and illicit traffic in narcotics. This type of research using qualitative approach with diskriptif method. the focus of his research is comprised of Actors and actors in the implementation of Curriculum Policy, prevention, Eradication, abuse and illicit traffic in Narcotics, the purpose of the policy, the Policy Implementation Process Phases Factor Inhibitor and supporters that affect the implementation of Curriculum Policy, prevention, Eradication, abuse and illicit traffic in narcotics. Research location in the town of Kediri. The Research Site Is In The Town Of Kediri Education Service. The research of using primary data and sukunder while engineering his research using Interviews observation and documentation. MenggunakanPeneliti Own research instruments, stationery and records and documentation The implementation of the curriculum can be done properly in accordance with the purposes for which expect. Actors and actors involved in the implementation of the kutikulum P4GN is the education service of the city of Kediri, Kediri National Narcotics Agency, Ministry of religious affairs of the town of Kediri, the principal and the school's first memengah. Stages of the process of Implementation Kebijkan P4GN Curriculum consists of 3 stages, namely preparation phase, Stage, stage of the Evaluation has not been done by the Department of education. The factor Pendudukung i.e. human resources, support From the National Narcotics Agency city of Kediri and the existence of consciousness as well as the participation of learners. A barrier to the internal and external factors, namely the existence of facilities and infrastructure, inadequate Commitment of teachers on curriculum P4GN resources and time.
