Abstract

Perkembangan teknologi informasi dan komunikasi memiliki arti penting dalam membangun kualitas layanan perpustakaan. Website merupakan media informasi berbasis elektronik diharapkan sebagai upaya memberikan layanan di UPT Perpustakaan Proklamator Bung Karno. Analisis yang dilakukan dengan menggunakan beberapa variable pada Webqual 4.0 yaitu Usability, kualitas informasi, dan Kualitas layanan interaksi. Dengan tujuan untuk mengetahui nilai kualitas layanan pada situs www.perpusbungkarno.perpusnas.go.id dari persepsi pengguna dengan melakukan analisis deskriptif. Sedangkan IPA (Importance Performance Analysis) digunakan sebagai analisis berupa analisis kesesuaian, analisis kesenjangan, dan analisis kuadran IPA. Data didapatkan dengan melakukan penyebaran kuesioner dan didapatkan sample sebesar 100 responden. Hasil analisis kualitas Website UPT Perpustakaan Proklamator Bung Karno memiliki tingkat kesesuaian < 100% yaitu sebesar 76% yang berarti kualitas layanan yang diberikan belum memuaskan. Dan dalam tingkat kesesuaian kurang dari 100% juga dijelaskan bahwa nilai dari 66% - 99% berarti pengguna kurang puas. Rata-rata nilai kesenjangan (GAP) Website UPT Perpustakaan Proklamator Bung Karno (< 0) atau bernilai negatif hasil rata-rata dari nilai kesenjangan ini adalah sebesar -0,81 artinya kualitas kinerja Website masih belum dapat memenuhi harapan pengguna. Hasil analisis kuadran IPA (Importance Performance Analysis) atribut yang harus dilakukan perbaikan adalah atribut yang berada pada kuadran pertama dan kuadran ketiga, karena pada dua kuadran tersebut memiliki tingkat kinerja yang rendah, yang dimana itu akan mempengaruhi tingkat kepentingan pengguna untuk mengandalkan atribut tersebut. Jadi 6 (enam) Atribut pada kuadran pertama tersebut merupakan atribut dengan kepentingan tinggi namun penerapan kinerjanya masih rendah atau belum sesuai dengan harapan dari pengguna Website UPT Perpustakaan Proklamator Bung Karno. Pada kuadran ketiga terdapat 4 (empat) atribut yang harus dilakukan perbaikan. Atribut pada kuadran ketiga merupakan atribut dengan nilai kepentingan rendah namun nilai kinerjanya juga rendah. Maka dari itu tidak diharuskan untuk melakukan perbaikan karena 4 atribut ini termasuk kedalam atribut dengan prioritas rendah. Dari hasil tersebut direkomendasikan perbaikan difokuskan dari analisis pada kuadran pertama dan kuadran ketiga berdasarkan 3 dimensi yang ada pada Webqual 4.0 antara lain dari dimensi Usability berkaitan dengan perbaikan konten informasi, dan tampilan Website. Kedua dari dimensi kualitas informasi viii perlu dilakukan pembenahan untuk akurasi informasi, dan informasi yang detail. Ketiga dari dimensi interaksi perlu dilakukan perbaikan pada ruang personalisasi, kemudahan interaksi pada Lembaga, dan layanan yang dijanjikan.

English Abstract

The development of information and communication technology has an important meaning in building the quality of library services. The Website is an electronic-based information media expected as an effort to provide services at the Bung Karno Proclamator Library UPT. The analysis is done by using several variables on Webqual 4.0, namely Usability, Information Quality, and interaction service quality. With the aim of knowing the value of service quality on the site www.perpusbungkarno.perpusnas.go.id from user perceptions by doing descriptive analysis. Whereas IPA (Importance Performance Analysis) is used as an analysis in the form of conformity analysis, gap analysis, and IPA quadrant analysis. Data obtained by conducting questionnaires and obtained a sample of 100 respondents. The results of the quality analysis of the Website of the Bung Karno Proclamator Library have a suitability of <100%, which is equal to 76%, which means that the quality of services provided is not satisfactory. And in the level of compatibility of less than 100% also explained that the value from 66- 99% means that the user is not satisfied. The average gap value (GAP) Website of the Bung Karno Proclamator Library (<0) or a negative value of the average value of this gap value is -0.81, meaning that the quality of Website Performance still cannot meet user expectations. The result of the Importance Performance Analysis attribute of the IPA quadrant is an attribute that is in the first quadrant and third quadrant, because in the two quadrants it has a low level of Performance, which will affect the level of interest of the user to rely on that attribute. So 6 (six) Attributes in the first quadrant are attributes of high Importance but the application of its Performance is still low or not in accordance with the expectations of the users of the Bung Karno Proklamator Library Website. In the third quadrant there are 4 (four) attributes that must be repaired. Attributes in the third quadrant are attributes with low Importance but the Performance value is also low. Therefore, it is not necessary to make improvements because these 4 attributes are included in the attribute with low priority. From these results it is recommended that improvements be focused from the analysis on the first quadrant and the third quadrant based on 3 dimensions that exist in Webqual 4.0, among others, from Usability dimensions related to information content improvement, and Website appearance. Secondly, the dimensions of Information Quality need to be x corrected for the accuracy of information, and detailed information. Third, from the dimension of interaction, improvements need to be made to the personalization space, ease of interaction with the Institute, and promised services.
