Abstract

Kabupaten Bojonegoro merupakan salah satu sentra produksi tanaman buah pisang di Jawa Timur. Buah pisang memiliki potensi untuk diolah sebagai produk unggul di Kabupaten Bojonegoro. Produksi buah pisang yang setiap tahun selalu meningkat dapat diolah menjadi berbagai jenis olahan makanan seperti ledre pisang. Berdasarkan hasil survei pendahuluan di Kabupaten Bojonegoro tahun 2018 terdapat 5 pelaku usaha ledre pisang. Kelima UMKM ledre pisang tersebut digunakan untuk penelitian ini yaitu, UD. Ledre Sari Rasa, UD. Ledre Ny Retno, UD. Ledre Ny Seger, UD. Ledre Ny Alim Yuwono dan UD. Ledre Mbak Wit. Kelima UMKM tersebut masih menghadapi berbagai macam permasalahan, sehingga tidak mampu bersaing dengan pelaku usaha lain. Penelitian ini bertujuan untuk menentukan posisi UMKM berdasarkan kondisi internal dan ekternal, menentukan alternatif strategi dan menentukan prioritas strategi peningkatan daya saing yang sesuai. Metode yang digunakan dalam penelitian ini adalah analisis SWOT dan Fuzzy Analytical Hierarchy Process (FAHP). Berdasarkan hasil penelitian faktor internal yang paling berpangaruh terhadap peningkatan daya saing UMKM ledre pisang Kabupaten Bojonegoro dari segi kekuatan adalah memiliki umur simpan produk yang lama (0,31) dan dari segi kelemahan adalah jaringan pemasaran produk belum luas (0,08). Sedangkan untuk faktor eksternalnya dari segi peluang adalah daya beli masyarakat terhadap produk tinggi (0,51) dan dari segi ancaman fluktuasi permintaan pasar (0,11). Total nilai tertimbang matriks IFE (2,57) dan EFE (2,98) menunjukkan bahwa posisi UMKM ledre pisang berdasarkan analisis SWOT berada pada sel kelima yaitu mempertahankan dan memelihara. Alternatif strategi pada viii FAHP didapatkan dari matriks SWOT, dimana terdapat 8 alternatif strategi dengan urutan prioritas yaitu memanfaatkan Teknologi Tepat Guna (TTG) mengoptimalkan hasil kinerja UMKM (0,141), memperluas jaringan pemasaran (0,119), memanfaatkan program pelatihan dan bantuan pemerintah untuk meningkatkan kompetensi UMKM (0,116), melakukan diversifikasi produk dari segi rasa dan kemasan (0,115), meningkatkan kegiatan promosi (0,113), mengoptimalkan bahan baku dan meminimalkan biaya produksi (0,104), meningkatkan kapasitas produksi (0,097), dan meningkatkan kualitas produk (0,095). Sedangkan faktor yang digunakan pada FAHP berdasarkan urutan prioritas yaitu faktor permodalan (0,259), faktor teknologi produksi (0,220), faktor pemasaran/promosi (0,212), faktor Sumber Daya Manusia (SDM) (0,118) dan faktor ketersediaan bahan baku dengan agregrat bobot sebesar (0,108).

English Abstract

Bojonegoro Regency is one of the centers of banana production in East Java. Banana fruit has the potential to be processed as a superior product in Bojonegoro Regency. Production of bananas which every year always increases can be processed into various types of processed foods such as ledre pisang. Based on the results of a preliminary survey in Bojonegoro Regency in 2018 there were 5 ledre pisang owners of MSMEs ledre pisang. The five ledre pisang MSMEs were used for this study, namely, UD. Ledre Sari Rasa, UD. Ledre Ny Retno, UD. Ledre Ny Seger, UD. Ledre Ny Alim Yuwono and UD. Ledre Mbak Wit. The five MSMEs still face various kinds of problems, so they cannot compete with other business actors. This study aims to determine the position of MSMEs based on internal and external conditions, determine alternative strategies and prioritize strategies to improve competitiveness accordingly. The method used in this research is SWOT analysis and Fuzzy Analytical Hierarchy Process (FAHP). Based on the research results of the most influential internal factors on increasing the competitiveness of ledre pisang MSMEs in Bojonegoro Regency in terms of strength is having a long shelf life of the product (0.31) and in terms of weakness is the product marketing network is not extensive (0.08). Whereas for external factors in terms of opportunities are the people's purchasing power of high products (0.51) and in terms of the threat of market demand fluctuations (0.11). The total weighted x value of the matrix IFE (2.57) and EFE (2.98) shows that the position of the ledre pisang MSME based on the SWOT analysis is in the fifth cell which is hold and maintain. The alternative strategy on FAHP is obtained from the SWOT matrix, where there are 8 alternative strategies with priority sequences, namely utilizing Appropriate Technology to optimize MSME performance results (0.141), expanding marketing networks (0.119), utilizing training programs and government assistance to improve MSME competencies (0.116), diversifying products in terms of taste and packaging (0.115), increasing promotional activities (0.113), optimizing raw materials and minimizing production costs (0.104), increasing production capacity (0.097), and improving product quality (0.095). Whereas the factors used in FAHP are based on priority sequences, namely capital factors (0.259), production technology factors (0.220), marketing/promotion factors (0.212), Human Resources (HR) factors (0.118) and raw material availability factors with aggregate weights of (0.108).
