Abstract

BAKTI KOMINFO adalah suatu organisasi yang bergerak di bidang telekomunikasi dan informasi. Organisasi ini memiliki beberapa program kerja prioritas yang bertujuan untuk memberikan akses yang lebih luas terhadap daerah 3T, yaitu daerah yang Terpencil, Terluar, dan Tertinggal. Salah satu program kerja prioritasnya adalah pembangunan Base Transceiver Station (BTS) yang berada di bawah naungan Direktorat Infrastruktur. Dalam pelaksanaannya, terdapat kendala yang cukup sering ditemukan, yaitu munculnya miskomunikasi antar pihak yang terlibat dalam kegiatan pembangunan BTS. Maka dari itu diperlukan adanya analisis dan evaluasi terhadap proses bisnis pembangunan BTS tersebut untuk menemukan akar permasalahan serta membuat rekomendasi perbaikan proses bisnis untuk memaksimalkan jalannya proses bisnis tersebut. Pada penelitian ini digunakan notasi Business Process Model and Notation (BPMN) untuk melakukan pemodelan proses bisnis, metode Five Whys Analysis untuk mengevaluasi proses bisnis, dan metode Business Process Improvement (BPI) untuk merancang dan membuat rekomendasi perbaikan proses bisnis. Berdasarkan hasil simulasi yang dilakukan terhadap proses bisnis yang berjalan saat ini dan proses bisnis rekomendasi perbaikan, ditemukan adanya percepatan durasi hingga 17.54% pada proses bisnis Pembangunan BTS dan 34.67% pada proses bisnis Pengadaan (e-Purchasing). Selain itu, proses bisnis rekomendasi perbaikan juga dapat meminimalisasi timbulnya permasalahan, sehingga dapat disimpulkan bahwa proses bisnis rekomendasi perbaikan dapat membuat jalannya proses bisnis yang berjalan saat ini menjadi lebih baik dari sebelumnya.

English Abstract

BAKTI KOMINFO is an organization that engaged in telecommunications and information. This organization has several priority work programs that aim to provide wider access to the 3T regions, namely Remote, Outermost, and Disadvantaged areas. One of the priority work programs is the construction of the Base Transceiver Station (BTS) which is under the auspices of the Infrastructure Directorate. In its implementation, there is quite common obstacle, it is the emergence of miscommunication between every parties those are involved in BTS construction activities. Therefore it is necessary to analyze and evaluate the BTS development business process to find the root of the problem and make recommendations for improving the business. In this study, the Business Process Model and Notation (BPMN) notation is used to conduct business process modeling, the Five Whys Analysis method is used to evaluate business processes, and the Business Process Improvement (BPI) method is used to make recommendations for business process improvements. Based on the results of simulations on current business process and business process recommendations for improvement, there found that there is an acceleration of up to 17.54% in the BTS business process and 34.67% in the Procurement business process. In addition, business recommendations for improvement can also minimize the occurrence of problems, so it can be concluded that the business process recommendations for improvements can make the running of the current business processes better than before.
