Abstract

Kawasan lindung KPS Telaga Buret menyimpan sumber air dimana aliran airnya dimanfaatkan oleh masyarakat di empat desa sekitar. Menurut informasi, pada tahun 1990-an pernah terjadi kerusakan di kawasan lindung tersebut. Sekelompok pemuda desa setempat yang prihatin melihat keadaan lingkungan di desa mereka kemudian berinisiatif menjaga dan memulihkan kembali kondisi sumber air dan penyanggahnya yang berupa hutan. Pada tahun 1990-an para pemuda tersebut sepakat membentuk kelompok bernama HAMPAR yang kegiatannya banyak berfokus pada pelestarian lingkungan kawasan lindung yang lebih dikenal dengan Kawasan Telaga Buret. Lokasi penelitian ini berada di Desa Sawo, Kecamtan Rejotangan, Kabupaten Tulungagung. Metode penelitian yang digunakan adalah model penelitian kualitatif. Penelitian ini berusaha menjawab rumusan permasalahan yakni (1) Bagaiman peran kelompok gerakan lingkungan HAMPAR dalam usahanya memulihkan dan pelestarian kawasan hutan di kawasan Telaga Buret dan (2) Bagaimana respon masyarakat terhadap pengelolaan Kawasan Telaga Buret yang dilakukan oleh kelompok HAMPAR. Hasil dari penelitian menunjukkan kelompok HAMPAR banyak melakukan upaya penghijauan dan penjagaan serta serta sosialisasi tentang menjaga lingkungan hingga sekarang. Seiring berjalannya waktu, Kawasan Telaga Buret dikembangkan menjadi objek wisata dengan anggota HAMPAR menjadi pengelola dan membentuk POKDARWIS. Tidak sebatas KPS, kelompok HAMPAR juga betugas mengawasi dan mengurus aktivitas penegalan di areal lahan milik Perhutani dengan membentuk LMDH. Masyarakat merespon beragam mengenai adanya aktivitas kelompok HAMPAR di kawasan Telaga Buret. Sebagian masyarakat memandang menjadi penguasaan kawasan oleh sekelompok orang tertentu dan terjadi penolakan dari kelompok masyarakat serta terlihat kurang terlibatnya masyarakat desa. Akan tetapi disisi lain upaya pelestarian ini tidak terlepas dari kendala dan permasalahan, salah satunya dari aktivitas yang dilakukan oleh penegal.

English Abstract

Protected Area of Buret Lake have inside water resources where the water flow used by the community in four surrounding villages.But according to information, there was damagein theprotectedareain the 1990s.A youth’s group of localvillage who were concerned about seeing the environment in their villagethen took the initiative to maintain and restore the condition of the water sources andits refuters inthe form of forests.In the 1990s the youth’s agreed to form a group called HAMPAR whose activities focused mostly on the preservation of the protected environment. The location of this study was in Sawo Village, Campurdarat District, Tulungagung Regency.The research method used is a qualitative research model.This study seeks to answer the formulation of the problem, namely (1) How the role of the HAMPAR in its efforts to restore and preservation Buret Lake Area and (2) How the community responds to the management of the Buret Lake area carried out by HAMPAR. The results of the study show that the HAMPAR group has made many efforts to reforest and guard until now. Over time, the Buret Lake Area was developed as a tourist attraction with HAMPAR members becoming managers and forming POKDARWIS. Then HAMPAR also responsible for supervising and managing cultivation activities in Perhutani's land area by forming LMDH.The community responded differently regarding the activities of the HAMPAR. Partly societies looks into the control area by a certain group of people, there is a refusal of the social group and look less involvement of village communities.The environmental movement of the HAMPAR group is manifested in the form of reforestation and socializeawareness about the importance of a maintained environment.But their efforts facing constraints and problems fromcultivation activity by penegal.
