Abstract
Kebijakan sertifikasi untuk guru adalah program pemerintah di Indonesia meningkatkan kualitas pendidikan nasional. Penerapan sertifikasi Kebijakan pada guru sekolah dasar merupakan perhatian penting karena pada dasarnya Sekolah dasar adalah yayasan pertama di tingkat pendidikan di mana jumlah siswa siswa adalah yang terbesar dibandingkan dengan tingkat pendidikan lainnya. Loceret adalah sebuah distrik dengan sebagian besar siswa dan guru di Kabupaten Nganjuk. Yang sukses implementasi kebijakan sertifikasi untuk guru sekolah dasar di Loceret kabupaten dinilai melalui beberapa indikator implementasi kebijakan publik. Jenis penelitian yang digunakan adalah penelitian kualitatif. Sedangkan pendekatan Penelitian kualitatif adalah pendekatan deskriptif. Peneliti melakukan penelitian di PT Kecamatan Loceret dari Kabupaten Nganjuk. Lokasi penelitian dipilih karena Kabupaten Loceret memiliki jumlah siswa dan guru untuk sekolah dasar terbesar sekolah di Kabupaten Nganjuk. Hasil implementasi kebijakan sertifikasi untuk negara primer guru sekolah di distrik Loceret kabupaten Nganjuk dianalisis oleh publik teori kebijakan mencakup aspek komunikasi, sumber, disposisi, dan sumber birokrasi itu untuk melihat sejauh mana implementasi kebijakan sertifikasi untuk guru sekolah dasar negeri di distrik Loceret Nganjuk kabupaten. Selain itu, kendala dalam penerapan kebijakan sertifikasi dimasukkan dalam penelitian ini untuk melihat apa saja kendala dan rekomendasinya yang tepat untuk menangani hambatan dalam implementasi sertifikasi kebijakan untuk guru sekolah dasar negeri di distrik Loceret kabupaten Nganjuk. Penerapan kebijakan sertifikasi untuk sekolah dasar negeri guru-guru di Kecamatan Loceret Kabupaten Nganjuk telah dikategorikan berdasarkan baik pada indikator teori kebijakan publik. Hambatan dalam implementasi kebijakan sertifikasi untuk guru sekolah dasar negeri di kabupaten Loceret, Jakarta Kabupaten Nganjuk dapat diselesaikan dengan rekomendasi yang berasal dari Departemen Pendidikan Kabupaten Nganjuk dan Layanan Pelaksana Teknis Unit (UPTD) kabupaten Loceret
English Abstract
The certification policy for teachers is a program of government in improving the quality of national education. Implementation of certification policy in elementary school teachers is an important concern because basically primary school is the first foundation in educational level where the number of students is the greatest compared to other education level. Loceret is a district with the most students and teachers in Nganjuk regency. The successful implementation of a certification policy for primary school teachers in Loceret district is assessed through several indicators of public policy implementation. Type of research was used a qualitative research. While the approach of qualitative research is a descriptive approach. Researcher conducted the study at Loceret district of Nganjuk regency. The location of the study was chosen because Loceret district has biggest number of students and teachers for state primary school in Nganjuk regency. The results of the implementation of certification policy for state primary school teachers at Loceret district of Nganjuk regency was analyzed by public policy theory included aspects of communication, sources, disposition, and bureaucratic sources that in order to see how far the implementation of certification policy for state primary school teachers at Loceret district of Nganjuk regency. Besides, the obstacles within the implementation of certification policy included in this study in order to see what the obstacles and the recommendation which proper to deal the obstacles within the implementation of certification policy for state primary school teachers at Loceret district of Nganjuk regency. The implementation of certification policy for state primary school teachers at Loceret district of Nganjuk regency has been categorized well based on the indicators of public policy theory. The obstacles within the implementation of certification policy for state primary school teachers at Loceret district of Nganjuk regency can be solved by recommendations which came from the Education Department of Nganjuk regency and Technical Implementing Service Unit (UPTD) of Loceret district.
