Abstract
Kebutuhan masyarakat Kabupaten Gresik yang semakin kompleks dan kebutuhan akan pelayanan publik yang berkualitas menjadi tantangan bagi Pemerintah Kabupaten Gresik untuk dapat memenuhinya. Oleh karena itu, diperlukan suatu strategi yang dapat dilakukan oleh Pemerintah Kabupaten Gresik agar mampu memberikan pelayanan publik dan memenuhi kebutuhan masyarakat dengan baik. Mengingat potensi industri yang besar di Kabupaten Gresik, maka salah satu strategi yang dapat dilakukan oleh Pemerintah Kabupaten Gresik, khususnya Pemerintah Kecamatan Gresik adalah dengan melakukan kemitraan dengan salah satu pihak swasta yaitu PT. Petrokimia Gresik melalui program corporate social responsibility (csr). Tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis kemitraan yang terjadi antara Pemerintah Kecamatan Gresik dengan PT. Petrokimia Gresik dalam pelaksanaan program corporate social responsibility (csr) beserta faktor pendukung dan penghambat terjalinnya kemitraan. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif yang dibatasi oleh dua fokus penelitian, yaitu (1) bentuk kemitraan Pemerintah Kecamatan Gresik dengan PT. Petrokimia Gresik dalam pelaksanaan program corporate social responsibility (csr); (2) faktor pendukung dan penghambat kemitraan Pemerintah Kecamatan Gresik dengan PT. Petrokimia Gresik dalam pelaksanaan program corporate social responsibility (csr). Metode analisis data yang digunakan adalah analisis data model interaktif Miles, Huberman, dan Saldana dengan empat tahapan yaitu tahapan pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa kemitraan antara Pemerintah Kecamatan Gresik dengan PT. Petrokimia Gresik dalam pelaksanaan program corporate social responsibility (csr) dilakukan melalui pembentukan Tim Koordinasi Perencanaan Program Tanggung Jawab Sosial Perusahaan di Kecamatan Gresik sebagai wadah untuk mensinkronasikan dan mensinergikan kebutuhan masayrakat dengan program corporate social responsibility (csr) PT. Petrokimia Gresik. Model kemitraan yang terjalin yaitu mutualism partnership atau kemitraan mutualistik karena keberhasilan Pemerintah Kecamatan Gresik dengan PT. Petrokimia Gresik dalam menerapkan prinsip-prinsip kemitraan.vii Dari hasi penelitian, terdapat beberapa saran yang dapat diberikan oleh penulis yaitu dibutuhkan peran aktif masayarakat yang dapat diwakili oleh ketua RT/RW untuk turut dalam rapat tim koordinasi agar program corporate social responsibility (csr) lebih tepat sasaran. Selain itu dibutuhkan adanya peningkatan pengawasan yang dilakukan oleh Bappeda agar Pemerintah Kecamatan Gresik dengan PT. Petrokimia Gresik menjalankan perannya sesuai dengan tugas dan fungsinya masing-masing untuk menciptakan kondisi kemitraan yang saling menguntungkan
English Abstract
The increasingly complex needs of the people of Gresik Regency and the need for quality public services which have good quality become a challenge for the Gresik Regency Government to fulfill them. Therefore, a strategy is really needed that can be done by the Government of Gresik Regency in order to be able to provide public services and fulfill the needs of the community properly. Concerning the huge industrial potential in Gresik Regency, one of the strategies that can be done by the Government of Gresik Regency, especially the Gresik District Government is to conduct a partnership with one of the private sectors, namely PT. Petrokimia Gresik through corporate social responsibility (csr) program. The purposes of this study are to know, describe, and analyze the partnership that occurred between the Government of Gresik District and PT. Petrokimia Gresik in the implementation of corporate social responsibility (csr) program with supporting factors and inhibiting factors in the partnership establishment. This research uses qualitative research along with descriptive approach with two focus limitation of research, that is (1) the form of partnership of Gresik District Government with PT. Petrokimia Gresik in the implementation of corporate social responsibility (csr) program; (2) the supporting factors and inhibiting factors of partnership between Gresik District Government and PT. Petrokimia Gresik in the implementation of corporate social responsibility (csr) program. Data analysis used are interactive data model Miles, Huberman, and Saldana with four stages namely data collection, data condensation, data presentation, and conclusion or verification. The results have shown that partnership between Gresik District Government and PT. Petrokimia Gresik in the implementation of corporate social responsibility (csr) is done through the forming of Coordination Team of Corporate Social Responsibility Planning Program in Gresik District as a place to synchronize and synergize community needs with corporate social responsibility (csr) program of PT. Petrokimia Gresik. The Model of partnership are mutualism partnership, because the success of the Government of Gresik District with PT. Petrokimia Gresik in applying the principles of partnership.ix From the results of the research, there are several suggestions which can be given by the author such as the need of active role that can be represented by the head of Neighborhood Community or RT / RW to join the team meeting in corporate social responsibility (csr) program for more appropriate target. In addition, supervision is required by Regional Development Planning (Bappeda) for the Government of Gresik District with PT. Petrokimia Gresik to perform its role in accordance with its duties and functions respectively to create mutually beneficial partnership conditions
