Abstract

Pasar tradisional merupakan salah satu wujud ekonomi kerakyatan yang harus tetap dikembangkan. Seiring perkembangan waktu keberadaan pasar tradisional mulai tergeser dengan adanya pasar-pasar modern. Pada tahun 2012 pertumbuhan pasar swasta mencapai 31,4%, sedangkan perkembangan pasar tradisional minus 8,1%. Pasar Desa Kutukan merupakan salah satu pasar tradisional yang berada di Desa Slorok yang telah banyak memberikan dampak positif terhadap kehidupan masyarakat desa sekitar. Agar pasar Desa Kutukan bisa tetap berkembang dan tidak kalah bersaing dengan pasar modern, maka diperlukan strategi yang tepat untuk mengelolanya. Tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan dan menganalisis strategi BUM Desa dalam pengelolaan pasar desa Kutukan dan faktor pendukung serta faktor penghambat bagi BUM Desa dalam pengelolaan pasar desa Kutukan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Analisis data yang digunakan adalah analisis data Milles, Huberman dan Saldana (2014) yaitu pengumpulan data, kondensasi data, penyajian data dan kesimpulan. Berdasarkan hasil penelitian disimpulkan, strategi BUM Desa dalam pengelolaan pasar desa Kutukan, bahwa proses perencanaan strategis dilakukan melalui musyawarah dan tidak menggunakan analisis SWOT. Program pengelolaan pasar Kutukan yaitu peningkatan sarana dan prasarana pasar, pengelompokan pedagang berdasarkan spesifikasi barang yang dijual, dan musyawarah pengelola pasar. Anggaran pengelolaan pasar berasal dari Pemerintah Daerah, Pemerintah Desa, pendapatan asli pasar, dan sumbangan dari pedagang dan masyarakat sekitar. Prosedur pelaksanaan program (SOP) pengelolaan pasar dilaksanakan berdasarkan musyawarah dan secara insidental, serta belum dibuat secara tertulis. Pelaksanaan strategi BUM Desa dalam pengelolaan pasar Kutukan belum berjalan dengan optimal. Hal ini dipengaruhi oleh beberapa faktor penghambat seperti keterbatasan anggaran untuk pengembangan pasar desa, kurang adanya dukungan pedagang terhadap salah satu program pengelolaan pasar. Oleh karena itu peneliti memberikan saran agar, dalam proses perencanaan strategis selain berdasarkan musyawarah juga menggunakan analisis SWOT, pengelola pasar melakukan kerjasama dengan pihak swasta, memberikan pengarahan dan sosialisasi kepada para pedagang terkait program pengelompokan pedagang berdasarkan spesifikasi barang yang dijual, serta membuat SOP terkait dangan pelaksanaan program.

English Abstract

Traditional market is one of the manifestation in economy that must be continued to be developed. Over time the existence of traditional markets began to be replaced with modern markets. In 2012 the growth of private market reached 31,4%, while the growth of traditional market minus 8,1%. Kutukan market is a traditional market located in Slorok, which has many positive impacts on local villager’s life. Therefore, the right strategy is needed to manage Kutukan market in order to keep it grow and not less competitive with the modern markets. The purposes of this study were to know, describe and analyze the strategy of BUM Desa in managing Kutukan traditional market and to find out the supporting factors as well as the inhibiting factors concerning BUM Desa in managing Kutukan traditional market. This study used descriptive method along with the qualitative approach. The techniques of the data collection were by observation, interview, and documentation. In data analysis, the writer used Milles, Huberman, and Saldana analysis (2014), called data collection, condensation, data presentation and conclusion. Based on the result of the study, it can be concluded that the strategic planning process of BUM Desa in managing Kutukan traditional market was done by discussion and not using SWOT analysis. The management programs of Kutukan traditional market were improving the facilities and infrastructures market, classifying the traders according to the specification of goods that they are selling, and discussion by market managers. The market management budget came from local government, village administration, market revenue and donation from merchants and local communities. Standard Operating Procedures (SOP) of market management was done by discussion and incidental, also has not been made in writing. The implementation of BUM Desa strategies in the management of Kutukan traditional market has not run optimally. This matter was influenced by several inhibiting factors such as limitation cost for rural market development and lack of merchants supports for any market management programs. Therefore, the writer gives suggestions as follows: in strategic planning process it would be better to also apply a SWOT analysis besides only used discussion method, the market managers should cooperate with the private sector, held a socialization and orientation toward the traders related to the trade classifying program according to the specification of goods that they are selling, as well as create a SOP related to the program implementations.
