Abstract

Salah satu bentuk upaya pemerintah dalam memberikan pelayanan kesehatan yang berkaitan dengan sarana prasarana kesehatan yaitu dengan Pusat Kesehatan Masyarakat (PUSKESMAS). Puskesmas memiliki peran penting dalam meningkatkan derajat kesehatan, namun sayangnya masih terdapat puskesmas yang memiliki pelayanan kesehatan yang belum maksimal. Begitu juga yang terjadi di Puskesmas Medaeng. Puskesmas Medaeng masih memiliki beberapa permasalahan yaitu masih kurangnya tenaga medis dan puskesmas ini belum terakreditasi. Belum terakreditasinya Puskesmas Medaeng ini menunjukkan bahwa Puskesmas Medaeng belum memberikan pelayanan kesehatan secara maksimal. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pelayanan kesehatan di Puskesmas Medaeng, faktor pendukung dan penghambat pelayanan kesehatan di Puskesmas Medaeng. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data penelitian ini adalah Kepala Puskesmas Medaeng, petugas dan tenaga medis Puskesmas Medaeng serta masyarakat selaku pasien di Puskesmas Medaeng. Teknik pengumpulan data yang digunakan adalah pengamatan, wawancara dan dokumentasi. Analisis data yang digunakan adalah dengan menggunakan analisis data model interaktif menurut Miles, Huberman dan Saldana. Hasil penelitian menunjukkan bahwa pelayanan kesehatan di Puskesmas Medaeng sudah cukup baik namun dari 6 indikator pelayanan prima yaitu Ability (kemampuan), Attitude (sikap), Appearance (Penampilan), Attention (Perhatian), Action (tindakan) dan accountability (tanggungjawab) masih terdapat 2 indikator yang belum berjalan secara optimal yaitu ability (Kemampuan) dan Appearance (Penampilan). Terdapat faktor pendukung dan penghambat dalam pelayanan kesehatan di Puskesmas Medaeng. Adapun faktor pendukung meliputi akses jalan dan keterjangkauan biaya. Faktor penghambatnya meliputi pelatihan pegawai secara rutin, kurangnya kesadaran masyarakat dan fasilitas puskesmas. Adapun saran peneliti yakni melakukan pengajuan pegawai yang dibutuhkan, memperluas atau merenovasi bangunan puskesmas, perlu melakukan perbaikan fasilitas, penambahan media cetak, serta melakukan pelatihan terjadwal dan rutin

English Abstract

Pusat Kesehatan Masyarakat (Puskesmas) is one of the Government's efforts in providing health services with regard to health infrastructure. Puskesmas has an important role in increasing the degree of health, but unfortunately some Puskesmas still has a service that has not been maximized. So too is happening in Puskesmas Medaeng. Puskesmas Medaeng still has some problem that consisting of the lack of medical personnel and clinics is not yet accredited. Not accredited yet indicates that Puskesmas Medaeng have not provided health services to the maximum. This research aims to describe and analyze the health services at Puskesmas Medaeng by using an indicator of excellent service according to Barata (2004:90), and its supporting and inhabiting factors. This research use descriptive data type with qualitative approach. Data sources on the research are include Head of the Puskesmas Medaeng, officers and medical personnel and the public Medaeng as a patients in Puskesmas Medaeng. Data collection techniques used are observation, interview and documentation. The analysis of the data used is to use the interactive model of data analysis according to Miles, Huberman and Saldana. The results showed that the health service in Puskesmas Medaeng already quite good but from the 6 indicators of good service that is Ability, Attitude, Appearance, Attention, Action and Accountability still there are two indicators that have not run optimally. Those indicators are Ability and Appearance. There are supporting and inhabiting factors in the Puskesmas Medaeng’s health service. The supporting factors include road access and affordability of the cost. Inhabiting factors include training employees on a regular basis, lack of public awareness and public health facilities. The researcher suggestion is to filing the lack of employees, expand or renovate the building of clinics, repair the facility, the addition of the print media, as well as conducting scheduled and routine training.
