Abstract
Penelitian ini di latangbelakangi oleh program Rumah Pintar Pemilu yang diciptakan oleh KPU RI untuk meningkatkan partisipasi politik dengan cara mengedukasi masyarakat tentang kepemiluan dan demokrasi. Dengan Surat Edaran KPU No. 86/HM.03.5-SD/06/KPU/I/2018, KPU RI memerintahkan seluruh KPU Kabupaten/Kota di seluruh Indonesia untuk menciptakan Rumah Pintar Pemilu. Begitupun dengan KPU Kota Batu, dimana Rumah Pintar Pemilu yang sudah diwujudkan hanya direalisasikan satu kali. Rumah Pintar Pemilu di Kota Batu penting untuk meningkatkan partisipasi masyarakat yang terus menurun pada setiap pelaksanaan pemilu di Kota Batu. Karena itu teori Implementasi menjadi hal yang digunakan untuk meninjau sejauh mana implementasi program Rumah Pintar Pemilu berjalan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Batu, sedangkan situsnya berada di KPU Kota Batu. Dalam melakukan penelitian ini penulis menggunakan data primer yang diperoleh dari beberapa wawancara yang dilakukan dengan infroman yang berkaitan, dan sumber data sekunder yang diperoleh dari dokumen-dokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data diperoleh melalui wawancara, observasi dan dokumentasi. Sedangkan instrumen penelitian adalah peneliti sendiri dan beberapa alat penunjang seperti pedoman wawancara, dan alat bantu lainnya. Hasil dari penelitian ini menunjukkan bahwa program Rumah Pintar Pemilu belum berjalan dengan maksimal dengan kendala bahwa belum adanya SOP untuk menjalankan program ini, sumber daya yang digunakan juga belum memadai baik dari keuangan, sarana dan prasarana, dan manusia. Dengan hal tersebut membuat realisasi kepada masyarakat untuk mencapai tujuan yang sudah ditetapkan menjadi tidak dapat tersalurkan dengan baik.
English Abstract
The background of this research is Rumah Pintar Pemilu program made by KPU RI to increase political participation by educating people about elections and democracy. With a warrant from the KPU No. 86/HM.03.5-SD/06/KPU/I/2018, KPU RI ordered to all KPU of regency or city throughout Indonesia to create Rumah Pintar Pemilu. Likewise with KPU of Batu City, where Rumah Pintar Pemilu that have been implemented only realized once. Rumah Pintar Pemilu in Batu City is very important to increase the political participation of the people which continues to decline in every election in Batu City. Therefore Implementation theory becomes the thing used to review the extent to which the implementation of the Rumah Pintar Pemilu program runs. This research uses descriptive research type with qualitative approach located in Batu City, which is the location of the site is in KPU of Batu City. In conducting this study the authors used the primary data obtained from several interviews conducted with related infroman, and secondary data sources obtained from documents relating to the research topic. Data collection techniques were obtained through interviews, observation and documentation. While the research instrument is the researcher himself and some supporting tools such as interview guides, and other aids. The results of this study show that Rumah Pintar Pemilu program has not run with the maximum with the constraints that the absence of SOP to run this program, the resources used are also insufficient both from finance, facilities and infrastructure, and human resource. By doing so make realization to the society to achieve the purposed goals become unable to channel properly.
