Abstract
Penelitian ini bertujuan untuk menganalisis rasionalitas tindakan Pemerintah Kabupaten Blitar terhadap keberadaan ilegalitas usaha pom mini di Kabupaten Blitar. Penelitian ini menggunakan teori pilihan rasional yang dikemukakan oleh James S. Coleman. Teori milik Coleman ini memiliki dua unsur penting didalamnya yaitu aktor dan sumber daya. Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Hasil dari penelitian ini menunjukan bahwa Pemerintah Kabupaten Blitar belum melakukan tindakan yang semestinya sebagaimana kewenangan yang dimiliki terhadap kegiatan usaha pom mini. Pelimpahan kewenangan metrologi legal dari provinsi ke kota/kabupaten merupakan hal baru bagi Pemerintah Kabupaten Blitar sehingga memunculkan kesalahpahaman tindakan pengawasan terhadap pom mini. Pemerintah telah mengetahui bahwa usaha pom mini melanggar peraturan dan bahan dari pembuatan alat pom mini tidak berkualitas dan tidak layak untuk digunakan namun tidak dilakukan penindakan. Memajukan perekonomian daerah menjadi alasan bagi Pemerintah Kabupaten Blitar tidak melakukan penindakan terhadap pelaku usaha pom mini tetapi pemerintah juga tidak mendukung keberadaan usaha pom mini. Surat dari Dinas Perindustrian dan Perdagangan Provinsi Jawa Timur perihal alat ukur pertamini yang ditujukan kepada Dinas Perindustrian dan Perdagangan Kabupaten Blitar untuk melakukan pengawasan secara terpadu secara persuasif masih belum dilakukan secara langsung kepada pelaku usaha pom mini.
English Abstract
This study aims to analyze the rationality of Blitar District Government's actions towards the existence of illegality in mini pom businesses in Blitar Regency. This research uses rational choice theory proposed by James S. Coleman. Coleman's theory has two important elements in it, namely actors and resources. The research method used is descriptive qualitative research method. The results of this study show that the Blitar District Government has not taken the appropriate action as the authority possessed of the mini pom business activities. Delegation of the authority of legal metrology from the province to the city / regency is a new thing for the Blitar Regency Government, which raises a misunderstanding of the supervision of mini pom. The government has learned that the mini pom business violates the regulations and the material from the manufacture of mini pom tools is not qualified and is not feasible to use but no action is taken. Advancing the regional economy is a reason for the Blitar District Government not to take action against mini-business actors but the government also does not support the existence of mini-pom businesses. A letter from the Department of Industry and Trade of the Province of East Java concerning the first measuring instruments addressed to the Department of Industry and Trade of Blitar Regency to conduct integrated supervision in a persuasive manner is still not done directly to the mini pom business actors.
