Abstract
Lokalisasi adalah sebuah tempat dimana terpusatnya sejumlah rumah bordil (tempat tertentu yang didiami oleh para psk, untuk melakukan kegiatan prostistusi). Surabaya sebagai kota prostitusi terbesar di Asia-Tenmggara, mengalahkan pattaya dan sekitarnya. Seiring perkembangnya jaman pemerintah Surabaya berupaya menutup lokalisasi di Dolly. Sehubungan dengan perubahan tersebut pola strukturasi ikut berubah. Dalam peniliti menggunakan teori strukturasi dari Anthony Giddens. Dimana dalam teori ini menjelaskan struktur dengan aktor saling berkaitan antara satu dengan lainnya. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan penentuan informan berupa purposive. Uji keabsahan data dengan menggunakan uji triangulasi sumber. Hasil penelitian ini berupa perubahan konstelasi aktor lokal pasca penutupan Dolly. Dimana peneliti melihat perubahan sebelum dan setelah penutupan Dolly. Sebelum penutupan, setiap konstelasi aktor mempunyai peran masing-masing dalam menjalankan bisnis prostitusi. Aktor berupaya membesarkan bisnis prostitusi setiap tahunnya. Dibagi menjadi dua aktor yang diantaranya terdiri aktor ekonomi dan aktor formal. aktor ekonomi menjalankan bisnis prostitusi sedangkan aktor formal mengamankan tindakan keberlangsungan kegiatan bisnis prostitusi. Setelah penutupan yang terjadi perubahan aktor mulai terlihat, dimana peran aktor ikut berubah saat penmerintah menutup Dolly. Pengaruh penutupan ini terasa besar bagi aktor yang menjalankan bisnis prostitusi. Kesimpulan yang didapat dari penelitian ini adalah dimana penutupan yang dilakukan pemerintah Surabaya. Membuat perubahan di Dolly terliahat jelas. pentupan Dolly dapat mempengaruhi konstelasi aktor didalamnya. Perubahan konstelasi aktor lokal pasca penutupan prostitusi Dolly mengikuti perubahan di Dolly, karena Dolly sebagai tempat utama adanya konstelasi aktor didalamnya. Perubahan ini lah yang melandasi bahwa penutupan konstelasi aktor berpengaruh terhadap struktur Dolly.
English Abstract
Red-light district is a place where brothels (a place that is designed for prostitution) and sex oriented businesses concentrated in an urban area. Surabaya has the biggest red-light district in South East Asia, surpassing pattaya and some of others around. As time goes, the governments of Surabaya takes action to close the brothels in Dolly. As a result, the structural pattern around the city also shifted. In this research, the writer use structural theory from Anthony Giddens. In this Theory, Giddens explains structruce using intertwined actors. This research uses qualitative desciptive and purposive to determine the informants as a method. Data validity test is conducted using source triangulation test. Results of this research is in the form of constellation shifting between local actors after Dolly is cloed. The writer analyzes changes before and after the closing of Dolly. Before Dolly is closed, every constellation actor each had their own role in keeping the prostitution business operating. Actors attempted to expand the prostitution business each year. Actors are divided into into two category, economic actor and formal actor. Economic actor‟s role is to operates the prostitution business, while the formal actor‟s role is to secure the prostitution business process. After the closing of Dolly, the changing behaviour of each actor seems apparent, where each actor is changing when the government decided to close Dolly. Impact of the closing of Dolly is felt greatly by the actors. The writer conclude that the closing of Dolly that is done by government of Surabaya seems apparent. The closing of Dolly can affect the local actor‟s constellation change after Dolly closed because Dolly is a main place for constellation actors inside. This shift is the reason that the closing of constellation actor impact the structure of Dolly.
