Abstract
Penelitian ini menjelaskan mengenai pembentukan ruang publik serta respon warga RW 5 dan pemerintah atas kebijakan penggusuran dan pembangunan ruang terbuka hijau di wilayah eks-lokalisasi sebagai bentuk upayanya mempertahankan tempat tinggalnya. Tujuan dari penelitian ini adalah menganalisis pembentukan ruang publik serta respon warga RW 5 Kelurahan Semampir Kota Kediri dengan pemerintah dalam mempertahankan lahan tempat tinggalnya terkait implementasi kebijakan penggusuran wilayah lokalisasi dan pembangunan ruang terbuka hijau dengan membangun konsensus. Fokus penelitian ini terletak pada pembentukan ruang publik serta respon yang dibangun masyarakat dan pemerintah dengan membangun konsensus, yang mana konsensus yang terbangun ini dijadikan sebagai bentuk resistensi warga untuk mempertahankan lahan tempat tinggalnya atas implementasi kebijakan penggusuran dan pembangunan ruang terbuka hijau di wilayah lokalisasi. Dalam proses analisis, peneliti menggunakan teori Diskursus milik Jurgen Habermas. Metode yang digunakan dalam penelitian ini adalah Kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara (indepth interview), dan dokumentasi Hasil dari penelitian ini menunjukkan bahwa warga RW 5 dengan lebenswelt-nya yang bertolak belakang dengan lebenswelt pemerintah berupaya disatukan dengan melakukan proses diskursus dengan pihak pemeritah untuk mendapatkan kesepakatan bersama dalam melakukan penolakan kebijakan penggusuran tersebut. Namun proses diskursus antara warga dan pemerintah khususnya pihak DPRD tidak menghasilkan suatu kesepakatan yang dapat merubah implementasi kebijakan. Kesepakatan yang dihasilkan melalui proses diskursus ini hanya menjadi bentuk diskusi saja tanpa mempengaruhi kebijakan. Hal ini terjadi karena pemerintah dengan kuasanya justru melakukan tindakan strategis untuk memaksa warga agar mentaati kebijakan tersebut. Kesepakatan yang telah terbentuk tidak tersampaikan kepada pemerintah, sehingga tidak ada ruang publik terkait kebijakan tersebut. Tidak adanya ruang publik ini juga mencerminkan bahwa Pemerintah Kota Kediri belum menjalankan demokrasi deliberatif. Selain itu adanya isu kebijakan penggusuran lanjutan di RW 5 ditanggapi warga dengan membuat strategi baru dengan melakukan proses diskursus dengan Pemerintah agar kedua pihak dapat saling memahami.
English Abstract
This research explains the establishment of public spaces and the responses of RW5 and government residents to the policy of evictions and the development of green open spaces in the territories of ex-localization as a means of trying to defend their homes. The aim of this research is to analyze the establishment of public space as well as the response of the residents of RW 5 Kelurahan Semarang Kota Kediri with the government in maintaining their land related to the implementation of the policy of local area eviction and green open space development by building consensus The focus of this research is in the establishment of public spaces as well as the response of the public and government constructed by building consensus, where consensus building is used as a form of resistance citizen to defend the land where he lived on the eviction policy implementation and development of green open space in the area of localization. In analyze process, the researcher used Jurgen Habermas’s discourse theory. The method used in this research is qualitative with case study approach. In data collection techniques this research used observation, interview (indepth interview), and documentation The results of this study indicate that RW 5 residents with their lebenswelt opposite to the government lebenswelt attempted to be united by conducting a discourse process with the government to get a mutual agreement in rejecting the eviction policy. However, the process of discourse between citizens and the government, especially the DPRD does not result in an agreement that can change the implementation of the policy. The agreement generated through the process of discourse is only a form of discussion alone without affecting the policy. This happens because the government with its proxy actually take strategic action to force the citizens to obey the policy. This is because the discourse of citizens does not involve the government as a party that has the power. The agreement that has been formed is not communicated to the government, so there is no public space related to the policy. The absence of this public space also reflects that the Government of Kediri City has not run a deliberative democracy. In addition, there is an issue of the eviction policy in RW 5 responded by the citizens by creating a new strategy by conducting a discourse process with the Government so that both parties can understand each other.
