Abstract
Masalah kesejahteraan masyarakat menjadikan satu alasan Kabupaten Malang harus membuat kebijakan yang mampu menyejahterakan masyarakatnya. Terkait pengentasan kemiskinan, kesehatan, dan Pendidikan menjadi hal penting yang harus diseleseikan. Angka kemiskinan kabupaten Malang mencapai 11,7 % (2014). Merupakan angka yang masih tinggi hingga perlu program yang tepat untuk menyelesaikannya. Kabupaten Malang memiliki program diantaranya program renovasi rumah, pembangunan jamban sehat, kesehatan gratis, program bina desa, dan bina desa wisata. Penelitian ini akan membahas terkait berjalannya program Rendra tersebut dan menganilisis bagaimana bentuk populisme yang dijalankan oleh Rendra. Analisis bagaimana bentuk populisme Rendra dilihat melalui konsep populisme dan konsep kepemimpinan demokratis. Populisme merupakan sebuah paham yang mengakui hak-hak rakyat kecil. Bentuk populisme yang dilihat adalah populisme “wong cilik”, populisme otoriter, dan populisme revolusioner. Hasil penelitian ini bahwa program Rendra mengarah ke bentuk populisme “wong cilik” dan populisme revolusioner Namun, semua program tidak bisa murni dianggap sebagai kebijakan populis, karena Rendra melaksanakan program tersebut diawal kepimpinannya.
English Abstract
The problem of the welfare of the community makes one reason Malang Regency must make policies that can prosper the community. Related to poverty alleviation, health, and education become important things that must be done. Malang's poverty rate reaches 11,7% (2014). Is a number that is still high to need the right program to solve it. Malang Regency has a program such as home renovation program, construction of healthy latrine, free health, “Bina Desa”, and “bina desa wisata”. This research will discuss related to the running of Rendra program and analyze how Rendra populism form. The analysis of how Rendra's populism is seen through the concept of populism and the concept of democratic leadership. Populism is a notion that recognizes the rights of the little people. The forms of populism seen are the populism of "little wongs", authoritarian populism, and revolutionary populism. The result of this research is that the Rendra program leads to the form of "wong cilik" populism and revolutionary populism. However, all programs can not be purely regarded as populist policies, because Rendra implemented the program at the beginning of his leadership.
