Abstract

Penelitian ini memiliki tujuan untuk melihat perkembangan Partai Politik di Provini Banten rezim elektoral. Dengan melihat peran dan sikap partai politik dalam setiap arena kompetisi Elektoral, Legislatif dan Pemerintahan.Menggunakan analisis kartel, penelitian ini ingin membuktikan bahwa persaingan yang ketat di dalam arena Pemilihan Umum Kepala Daerah (Pilkada) dan tidak akan berlanjut sampai Pilkada selesai.Pasca Pilkada semua partai politik seperti layaknya satu kelompok yang hampir sulit dibedakan sikap dan peran politiknya di provinsi Banten.UU Pemerintahan Daerah No.32 Tahun 2004, UU No. 27 Tahun 2009 dan dominasi keluarga TB. Chasan Sochib menjadi fasilitator utama adanya politik Kartel. Inkonsistensi dilakukan partai-partai pasca pilkada PKS, PKB dan Partai Demokrat di tahun 2009 yang tiba-tiba mendukung sepenuhnya pemerinatah Ratu Atut Choisiyah sebelumnya menjadi lawan kuat, Hilangnya pengawasan dari DPRD Provinsi dalam penentuan lelang proyek semua proyek sudah diatur oleh keluarga Ratu Atut Choisiyah dan partai politik mendapatkan dana hibah dan bantuan untuk mensuskseskan proyek tersebut, sikap akomodatif dari DPRD dalam penyusunan APBD. Semua fraksi biasanya dipanggil ke kediaman Gubernur untuk membahas APBD secara kultural sehingga tidak pernah ada dinamika diantara Gubernur dan DPRD dan sikap diamnya DPRD dalam menyikapi pergantian SKPD, itu semua merupakan temuan yang didapat oleh penulis. Partai politik sulit sekali dibedakan pasca elektoral. Logika dari sebuah kompetisi seakan-akan hanya retorika belaka untuk mengelabuhi rakyat sebagai pemegang kedaulatan.

English Abstract

The purpose of this research is to analyze the development of political party in the electoral regime of Banten Province by seeing the role and action of political party in every arena of electoral competition, legislative and goverment. This research uses cartel analysis to prove that strict competition in the arena of general local election (Pilkada) does not last untill the end of the election. After the general local election (Pilkada), every single political party’s role and action are likely one group which is almost not able to be differentiated in the Banten Provine. Rules of Banten Province No.32 years of 2004, and No. 27 years of 2009, and the domination of TB. Chasan Sochib family become the main facilitator in Political Cartel. By supporrting Ratu Atut Choisiyah after the local goverment election (Pilkada) in 2009, political party such as PKS, PKB, and Demokrat shows us the inconsistence action. Even though in the election those party are in different side. The missing of supervision by the legislative (DPRD) in the project auction decision has been organized by Ratu Atut Choisiyah, and the political party got grant fund because of the permisive attitude. Also from their arrengement in budgetting. The budget arrengement is discused culturally and secretly by the governor and the legislative in the house of Ratu Atut. It caused the dynamics of the arrengement are eliminated. It also happen in SKPD changing decision. Those are the things which researcher found in the field. Political party are generally hard to be differentiated after the local election. The logic of a competition is likely become a rhetoric and fooling the people as the sovereign power.
