Abstract
Penelitian ini bertujuan untuk mengetahui secara empiris motif — motif yang dominan dibalik alasan Jepang memberikan Official Development Assistance (ODA) pasca bencana tsunami tahun 2011 kepada Indonesia. Penelitian ini dianalisa menggunakan teori Alokasi Bantuan Luar Negeri dari Maria Andersson dengan enam variable, yaitu Humanitarian, Economic, Identity, Ideology, Strategic, dan Environment. Penelitian ini akan menggunakan jenis penelitian eksplanatif. Penelitian ini akan berfokus kepada motif apa yang mempengaruhi pemberian ODA Jepang kepada Indonesia di tahun 2011 dan didasarkan pada data alokasi bantuan ODA Jepang kepada negara — negara di dunia, serta dengan pembatasan tahun dan tahun 2003 hingga 2011. Penelitian ini menggunakan data sekunder dan dianalisa dengan metodologi kualitatif. Hasil penelitian ini menunjukan bahwa motif ekonomi beserta seluruh indikatornya, yaitu trade, investment, dan export merupakan motif yang dominan dibalik pemberian Official Development Assistance (ODA) Jepang pasca bencana tsunami tahun 2011 kepada Indonesia
English Abstract
This study aims to determine empirically the dominant motives behind Japan's reasons for providing Official Development Assistance (ODA) in the aftermath of the 2011 tsunami to Indonesia. This study was analyzed using Maria Andersson's Foreign Assistance Allocation theory with six variables, namely Humanitarian, Economic, Identity, Ideology, Strategic, and Environment. This research will using explanative type of research. This study will focus on what motives that affect the delivery of Japanese ODA to Indonesia in 2011 and is based on data on the allocation of Japanese ODA to countries in the world, as well as with year restrictions from 2003 to 2011. This study uses secondary data and analyzed by methodology qualitative. The results of this study indicate that the economic motive and all the indicators, namely trade, investment, and export is the dominant motive behind the provision of Official Development Assistance (ODA) Japan post tsunami disaster in 2011 to Indonesia.
