Abstract
Penelitian yang dilakukan bertujuan untuk mengetahui alasan-alasan yang melatar belakangi tindakan ekonomi yang dipilih para aktor dan berusaha menggambarkan keterlekatan yang terjadi dalam pola tindakan ekonomi aktor di tempat pelelangan ikan Brondong. Tujun tersebut berdasarkan atas fenomena adanya TPI yang merupakan sebuah sarana dan prasarana yang diberikan pemerintah bagi masyarakatnya, yang khususnya berprofesi sebagai nelayan. Sehingga memudahkan para nelayan untuk memasarkan ikan hasil tangkapan mereka. Dari penyediaan tempat tersebut pemerintah memberikan aturan-aturan dalam proses tindakan ekonomi yang terjadi di TPI, seperti halnya proses lelang dan penarikan retribusi. Namun dengan adanya aturan tersebut terdapat pihak-pihak pelaksana peraturan yang merasa terbebani, pada konteks penelitian kali ini pihak tersebut merupakan pihak nelayan dan pihak tengkulak. Dari keberatan tersebut mereka membuat perubahan dalam tindakan ekonomi yang terjadi di TPI dengan melibatkan pihak agen dalam proses penjualan, yang mana pihak agen tersebut sebagai penganti KUD dalam pelelangan ikan. Untuk melihat dan menggambarkan fenomena tersebut peneliti menggukan teori keterlekatan Granovetter sebagai alat analisis, sehingga alasan-alasan dan pola tindakan aktor dapat terlihat secara gamblang. Penelitian ini menggunakan metode kualitatif deskriptif, dengan teknik penentuan informan purposive sampling. Serta teknik pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Hasil penelitian yang dilakukan menemukan terdapat beberapa alasan yang mendasari nelayan dan tengkulak lebih memilih pelelangan melibatkan pihak agen dari pada pihak KUD, diantaranya yakni pihak nelayan dan tengkulak lebih percaya melangsungkan pelelangan dengan pihak agen dari pada pihak KUD, kepercayaan tersebut mucul akibat dari jaringan yang dimiliki nelayan dengan tengkulak telah berlangsung lama, bahkan sebelum terlibat dalam sebuah proses pelelangan. Terdapat pertimbangan-pertimbangan lain yang mendasari tindakan ekonomi tersebut dilakukan para aktor, seperti halnya pertimbangan pemenuhan kebutuhan sehari-hari, serta rasa tanggung jawab kepada anak buah. Dari pertimbangan tersebutlah para aktor membentuk suatu pola baru dalam tindakan ekonomi di TPI Brondong yang sesuai dengan kondisi mereka. Dari pola tindakan yang aktor bentuk juga terdapat dua jenis keterlekatan di dalamnya yakni keterlekatan relasional dan keterlekatan struktural.
English Abstract
The purpose of this research is to find out the reasons behind all the economic actions that the actor choose, and to describe the embeddedness that formed in the patterns of actor’s economic action at the Brondong fish auction, Lamongan, East Java. The purpose of that fish auction is to be used as the facility that the government gave to the society, especially for the fisherman in order to make it easier for them to sell their fishes they caught. By giving such facility, the government also make some rules on economic actions in that fish auction place such as in auctional and retributional process. However, by the existence of those rules, there are some fishermen and middle who feel burnened. Therefore, they make some change of their economic action in that fish auction place by involving some agents in the selling process, and they also replace the Village Unit Cooperative (Koperasi Unit Desa) in fish auction process. This research uses embeddedness theory by Granovetter as the analysis instrument to find out and describe this case, so the reasons of the patterns of the actor’s economic action can be seen as well. This research also uses qualitative descriptive method and also uses the purposive sampling as the technique to determines the informant, and also use interview, observation and documentation as the data collection technique. The research conducted by found there are the reason behind fishermen and forward sellers prefer auction involved the agent of the cooperative, such as the fishermen and forward sellers better believe auctions conducted with the agent of the cooperative, the trust as the result of a network owned by fishermen with forward sellers have longstanding, even before.
