Abstract
Penelitian ini dilatar belakangi dengan adanya kesepakatan antara Dukuh Sumbertumpeng dengan Dukuh Magersari yang melakukan pertukaran pembagian sumber air Kalicawang dengan pembangunan listrik sebagai syaratnya, yang kemudian terjadi pelanggaran atas perjanjian pembagian sumber air yang telah disepakati. Pelanggaran dipengaruhi dengan adanya kekuasaan dalam struktur pengelolaan pembagian sumber air. Sebagai alat analisis konflik menggunakan teori Dialektika Konflik Ralf Dahrendorf dan pola perlawanan konflik Simon Fisher. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Teknik penentuan sampel menggunakan purposive sampling dengan mendapatkan sepuluh informan, yang terdiri dari tiga warga Magersari, tiga Kelompok Pekebun cengkeh, dua dari pemerintah desa dan perhutani serta dua lainnya adalah informan tambahan. Hasil penelitian menunjukkan bahwa proses konflik terjadi setelah adanya pelanggaran perjanjian yang dilakukan oleh kelompok pekebun cengkeh dengan menguasai pembagian sumber air dengan mengakses air yang lebih besar. Pola perlawanan konflik berbentuk laten yaitu secara tersembunyi dengan adanya dendam dan kebencian. Konflik menjadi terbuka disaat warga Magersari menghadang upaya pemasangan paralon baru oleh kelompok pekebun yang hampir terjadi bentrok. Resolusi konflik dengan cara intervensi yang melibatkan pemerintah desa sebagai intervenor (pihak netral) yang melakukan pengelolaan konflik dengan melakukan mediasi dan arbitrasi. Pemerintah desa menghentikan rencana kelompok pekebun dengan mempertahankan sistem pengairan yang sudah ada, akan tetapi menghentikan pemasangan paralon baru. Pemerintah berencana untuk membangun jaringan air pada Sumber Air Kedung Ijo dari Desa Bareng, dengan memprioritaskan pemenuhan pada warga yang kekurangan air minum, perencanaan tersebut sudah dimasukkan dalam APBDes Margopatut 2018.
English Abstract
This research was motivated by an agreement between Sumbertumpeng Hamlet and Magersari Hamlet which exchanged the distribution of Kalicawang water resources with the construction of electricity as a condition, then a violation of the agreed upon water resource distribution agreement occurred. Violations are influenced by the existence of power in the management structure of the distribution of water resources. In this research, I used Ralf Dahrendorf Conflict Dialectic theory and Simon Fisher's conflict resistance pattern as conflict analysis tools and Qualitative Method with a case study approach for research method. The sample determination technique used purposive sampling by obtaining ten informants, consisting of three Magersari residents, three clove planters, two people from the village government and Perhutani, and the other two were additional informants. The results of this research show that the conflict process occurs after a breach of the agreement carried out by the clove planter group by controlling the water distribution by takes more portions than they had in agreement. The pattern of conflict resistance is latent conflict in the form of “uncovered” with resentment and hatred. The conflict became appealed when the Magersari residents stopped the project of installing the new pipe system by clove planter group which almost became a clash between them. Conflict resolution could be made by intervention of village government as an intervenor (mediator) that can handled the conflict management by mediating and arbitrating. The village government stops the plan of clove planter group by maintaining the existing irrigation sistem, but stops the installation of the new parliament. The government plans to build a water network in the Kedung Ijo water source from Desa Bareng, by prioritizing the fulfillment of people who lack of drinking water, the plan has been included in Desa Margopatut Village Government Budget (APBD) in 2018.
