Abstract
Turki dengan Suriah memiliki keterikatan karena kondisi geografis yang berbatasan langsung selain itu adanya nilai sejarah yang terjalin. Sejak kemunculan Arab Spring atau perang saudara di beberapa negara yang menginginkan adanya reformasi pemerintahan salah satunya di Suriah. Ledakan pengungsi dari Suriah melonjak dengan tujuan ke negara terdekat hingga ke Eropa. Melalui Official Development Assistance, Turki menginginkan penanggulangan dan penyelesaian masalah dari krisis kemanusiaan sebagai dampak di Suriah. ODA Turki ke Suriah lebih difokuskan pada bantuan darurat dan kemanusiaan dimana pengungsi telah masuk ke wilayah Turki. Kenaikan ODA Turki terus meningkat di tahun 2012 hingga 2015 dengan fokus pemberian bantuan kemanusiaan. Penelitian ini menganalisis motif alokasi ODA Turki ke Suriah menggunakan konsep Aid Allocation Motives dari Maria Andersson dengan enam variabel motif yaitu humanitarian motives, economical motives, strategic motives, ideology motives, identity motives, dan environment motives.
English Abstract
Turkey and Syria have an attachment because of the geographical conditions that directly border other than that there is a historical value that exists. Since the emergence of the Arab Spring or civil war in several countries who want government reform, one of them in Syria. The explosion of refugees from Syria surged to the nearest country to Europe. Through Official Development Assistance, Turkey wants to overcome and resolve problems from the humanitarian crisis as an impact on Syria. Turkey's ODA to Syria is more focused on emergency and humanitarian assistance where refugees have entered Turkish territory. Turkish ODA continued to increase in 2012 to 2015 with a focus on providing humanitarian assistance. This study analyzes the motive of Turkish ODA allocation to Syria using the concept Aid Allocation Motives from Maria Andersson with six variable motives which are humanitarian motives, economical motives, strategic motives, ideology motives, identity motives, dan environment motives.
