Abstract

Berawal dari fenomena streotype negatife public relations, bahwa public relations identik dengan teknik untuk terlihat cantik dan adanya anggapan para CEO dari perusahaan serta lembaga pemerintah tidak menganggap penting public relations. Mereka baru merasakan pentingnya public relations ketika reputasi mulai terancam oleh issue (Harlan, 2017). Fenomena ini tentunya bertolak belakang dengan praktik public relations saat ini, praktik public relations saat ini banyak dibutuhkan dalam organisasi instansi pemerintah maupun perusahaan. Berdasarkan penelitian terdahulu, didapat bahwa public relations dalam instansi pemerintah dirasa masih kurang maksimal yang berakibat pada encroachment public relations. Penelitian ini bertujuan untuk mengetahui bagaimana interpretasi dari instansi pemerintahan terhadap profesi public relations. Penelitian ini merupakan jenis kualitatif interpretatif menggunakan pendekatan fenomenologi. Pengumpulan data berupa wawancara mendalam dengan fokus penelitian yaitu pemahaman informan terhadap peran, fungsi dan tugas public relations dan interpretasi informan terhadap public relations sebagai sebuah profesi. Dari keseluruhan empat informan, hasil penelitian didapat bahwa public relations merupakan profesi yang professional yang telah memiliki syarat sebagai sebuah profesi. Public relations merupakan ujung tombak keberhasilan organisasi instansi maupun perusahaan.

English Abstract

Starting from the phenomenon of negatife public relations streotype, that public relations is identical with the technique to look beautiful and the assumption of the CEO of companies and goverment agencies do not consider important public relations. They just felt the importance of public relations when reputation began to be threatened by the issue. This phenomenon is certainly contrary to the practice of public relations today, the practice of public relations today is much needed in the organization of goverment agencies and companies. Based on previos research, it is found that public relations in goverment agencies is still less than the maximum resulting in public relations encroachment. This study aims to find out how the interpretation of goverment agencies to the public relations profession. This research is a qualitative interpretative type using phenomenology approach. Data collection is in-depth interview with focus of research that is understanding informant to role, function and task of public relations and interpretation of informant to public relations as a professiona. Of the four informants, the result obtained that public relations is a professional profession that has a requirement as a profession. Public relations is the spearhead of the success of agency organizations and companies.
