Abstract
Perkembangan perekonomian di Jawa Timur dalam beberapa tahun terakhir memunculkan masalah tersendiri dalam pemerataan pendapatan. Tingginya pertumbuhan ketimpangan pendapatan menjadi problema yang harus diatasi oleh pemerintah. Salah satu kebijakan pemerintah adalah kebijakan fiskal yang diantaranya melalui instrumen belanja pemerintah. Belanja modal pemerintah menjadi instrumen yang spesial karena karakteristik barang yang diperoleh bisa memberikan manfaat dalam jangka panjang. Tujuan penelitian ini adalah untuk mengetahui pengaruh belanja modal Kementerian/ Lembaga dan pengaruh belanja modal APBD pada ketimpangan pendapatan di Jawa Timur. Metode analisis yang digunakan adalah model regresi data panel dengan mengambil populasi 38 Kabupaten/Kota di Provinsi Jawa Timur dalam kurun waktu 2010-2015. Hasil penelitian menunjukkan bahwa rasio belanja modal K/L terhadap PDRB berpengaruh negatif dan signifikan terhadap ketimpangan pendapatan di Jawa Timur. Sedangkan rasio belanja modal APBD terhadap PDRB berpengaruh positif dan signifikan terhadap ketimpangan pendapatan di Jawa Timur.
English Abstract
Economic development in East Java in recent years causes another problem of income distribution. The high growth of income inequality becomes serious problem that must be overcome by the government. One of the government's policies is fiscal policy through government spending instrument. Government capital expenditure becomes a special instrument because the characteristics of the goods obtained can provide long-term benefits. The purpose of this study is to determine the effects of capital expenditure of Ministries/ Agencies and the effects of capital expenditure of local government budgets (APBD) on income inequality in East Java. We analyze 38 regencies/ cities in East Java Province in the period 2010-2015. Using panel data regression model, we found that the ratio of capital expenditure of Ministries/ Agencies to Gross Regional Domestic Product (PDRB) had a negative and significant effect on income inequality in East Java. While the ratio of APBD capital expenditure to PDRB has a positive and significant effect on income inequality in East Java
