Abstract
Mali merupakan negara terbesar kedua di Afrika Barat. Setelah merdeka, Mali terus mengalami krisis dengan kelompok separatis dan kudeta politik. Sementara mayoritas populasi warga Mali tinggal di wilayah selatan Mali, beberapa kelompok pemberontak melawan pemerintah Mali untuk mendapatkan kemerdekaan atas wilayah bagian utara Mali. Pada Maret 2012 terjadi serangan di wilayah utara Mali. Dalam kejadian ini pemerintah Mali yang dipimpin oleh Presiden Amadou Toumani Touré terlihat tidak mampu mengatasi masalah pemberontakan etnis Tuareg. Kemudian pada tanggal 11 Januari 2013, Presiden Perancis Francois Hollande menyetujui dan mengumumkan akan melakukan Operasi Serval, sebuah kebijakan intervensi militer di Mali. Operasi Serval mendapat sambutan yang baik oleh rakyat Mali, pihak militer Mali, bahkan dari pihak internasional. Selanjutnya dalam penelitian ini, penulis akan menggunakan konsep kebijakan luar negeri William D. Coplin. Dalam konsep kebijakan luar negeri yang dikemukakan oleh William D. Coplin, menjelaskan bahwa tindakan kebijakan luar negeri suatu negara dapat dipandang sebagai hasil dari beberapa faktor - faktor pertimbangan yang mempengaruhi para pengambil pembuat kebijakan. Dalam tulisannya, Coplin menjelaskan terdapat beberapa determinan yang dapat dijadikan sebagai faktor yang memmpengaruhi kebijakan luar negeri sebuah negara, yaitu Politik Dalam Negeri, Faktor Ekonomi Militer, dan International Circumstance.
English Abstract
Mali is the second largest country in West Africa. After get independence, Mali continued to experiencing a coup with separatist groups. While most Mali people live in the southern region of Mali, several rebel groups are fighting the Mali government for freedom over the northern part of Mali. In March 2012 there was an attack in the northern region of Mali. In this event the Mali government led by President Amadou Toumani Touré seemed unable to overcome the problem of the Tuareg rebellion. Then on January 11, 2013, French President Francois Hollande issued and announced that he would launch Operation Serval, a tactical operation in Mali. Operation Serval was well received by the people of Mali, Mali army, even from the international. In this case, the author will use the foreign policy concept offered by William D. Coplin. In the concept of foreign policy by William D. Coplin, he explained that foreign policy is a result of several factors that affect the decision makers. In his journal, Coplin explained several determinants that could be used as factors that affect a country's foreign policy, which is Domestic Politics, Economic - Military Factors, and International Circumstance.
