Abstract
Pemilihan umum kepala daerah (Pilkada) telah menghasilkan berbagai model gaya kepemimpinan kepala daerah. Berbagai model tersebut bukanlah sekedar ungkapan-ungkapan teoritis, akan tetapi kecenderungan seorang pemimpin yang mempunyai prinsip-prinsip yang kemudian diwujudkan melalui bagaimana seorang tersebut menerapkan kewenangan legitimasinya untuk menjalankan roda pemerintahan secara aktual. Konsep dasar yang diterapkan seorang pemimpin melalui gaya kepemimpinannya, menjadi salah satu modal utama kepala daerah dalam menyelenggarakan pemerintahan yang kondusif. Penelitian ini membahas tentang gaya kepemimpinan seorang Kepala Daerah di Kabupaten Ponorogo yaitu Amin yang menjabat pada periode 2010-2015, serta faktor yang mempengaruhi gaya kepemimpinan tersebut. Penelitian ini bertujuan untuk menjelaskan dan menganalisis gaya kepemimpinan Bupati Amin dengan menggunakan indikator gaya kepemimpinan demokratis yang dikemukakan oleh Kartini Kartono. Penelitian ini merupakan jenis penelitian deskriptif-kualitatif, dengan menggunakan teknik pengumpulan data berupa wawancara dan dokumentasi. Analisis data dilakukan dengan metode reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa gaya kepemimpinan yang diterapkan Bupati Amin sesuai dengan indikator gaya kepemimpinan demokrasi. Kemudian juga disertai dengan beberapa faktor yang mempengaruhi gaya kepemimpinan tersebut. Meskipun ada beberapa hal dari indikator yang mempengaruhi gaya kepemimpinan, tidak terpenuhi secara maksimal.
English Abstract
Regional head elections (Pilkada) have resulted in various models of leadership style of the regional head. These models are not merely theoretical expressions, but the tendency of a leader who has principles which are then manifested through how one applies the legitimacy authority to exercise the wheels of government in actuality. The basic concept that a leader implements through his leadership style becomes one of the main capital of the regional head in conducting a conducive government. This study discusses the leadership style of a Regional Head in Ponorogo District, Amin, who served in the period 2010-2015, as well as factors influencing the leadership style. This study aims to explain and analyze the leadership style of Regent Amin by using indicators of democratic leadership style proposed by Kartini Kartono. This research is a type of descriptive-qualitative research, using data collection techniques in the form of interviews and documentation. Data analysis is done by data reduction method, data presentation, and conclusion. The results of this study indicate that the leadership style applied by Amin Regent in accordance with the indicators of democratic leadership style. Then it is also accompanied by several factors that influence the style of leadership. Although there are some things from the indicators that influence the leadership style, it is not met maximally.
