Abstract

Pemberdayaan masyarakat menjadi salah satu kajian dalam upaya mensejahterakan masyarakat yang berada di golongan rendah untuk naik ke golongan atas. Pemberdayaan masyarakat dilaksanakan dengan berbagai cara mulai dari pengembangan masyarakat hingga penetapan kebijakan yang pro dengan masyarakat golongan bawah untuk peningkatan kesejahteraan mereka. Pemberdayaan masyarakat menurut Jim Ife meliputi memberikan sumber daya, memberikan kesempatan, dan memberikan pengetahuan ketrampilan. Di desa Kebonagung pelaksanaan pemberdayaan masyarakat dapat dilihat dari program Pengelolaan Hutan Bersama Masyarakat (PHBM) yang dilaksanakan oleh Perum PERHUTANI bekerjasama dengan masyarakat desa lingkar hutan desa Kebonagung. Hasil temuan di lapangan jika dilihat dari indikator pemberian sumber daya dapat dilihat bahwa PHBM ini memberikan sumber daya berupa hutan untuk dikelola warga desa Kebonagung. Dilihat dari indikator pemberian kesempatan dapat dilihat dari pemberian akses dari PERHUTANI kepada masyarakat untuk mengelola hutan secara lestari. Sedangkan jika dilihat dari indikator pemberian pengetahuan dan ketrampilan dapat dilihat bahwa PHBM memberikan pembekalan materi dan sosialisasi kepada masyarakat dalam hal pengelolaan hutan. Dapat disimpulkan bahwa program PHBM ini mampu memberdayakan masyarakat desa lingkar hutan desa Kebonagung dengan cara pengelolaan sumber daya hutan bersama Perum PERHUTANI. Hasil dari penelitian di desa Kebonagung ini mendapati bahwa masyarakat desa lingkar hutan di desa Kebonagung memperoleh penghasilan tambahan dari PHBM ini. Peningkatan pendapatan ini didapat dari hasil pertanian hutan yang ditanami berbagai varietas tumbuhan yang hasilnya dijual untuk meningkatkan kesejahteraan mereka.

English Abstract

Empowering communities to be one of the study in an effort to the welfare of society who are in lower class to rise to the upper class. Community empowerment implemented through various means ranging from community development to the establishment of policies that pro with the lower classes of society to improve their welfare. By Jim Ife community empowerment includes providing resources, provide opportunities, and provide knowledge skills. In the village Kebonagung implementing community empowerment can be seen from the program Collaborative Forest Management (CBFM) carried by the Perum Perhutani in cooperation with the village community forest circumference Kebonagung village. The findings in the field when seen from indicators of resource administration can be seen that this PHBM provide resources in the form of forest to be managed Kebonagung villagers. Judging from the indicators of an opportunity can be seen from the provision of access PERHUTANI communities to manage forests sustainably. Meanwhile, if seen from the indicators provision of knowledge and skills can be seen that the CBFM providing materials and dissemination to the public in terms of forest management. It can be concluded that the CBFM program empowers rural communities Kebonagung village forest circumference by means of management of forest resources with Perum Perhutani. The results of the research in this Kebonagung village found that villagers in the village forest circumference Kebonagung earn extra revenue from CBFM.
