Abstract

UNHCR merilis laporan bahwa jumlah pengungsi di seluruh dunia pada 2015 mencapai lebih dari 65,3 juta jiwa atau dapat dikatakan 1 dari 113 orang di muka bumi adalah pengungsi. Konflik kemanusiaan yang terjadi di Suriah telah turut menjadi pemicu melonjaknya kehadiran pengungsi di Eropa. Menurut International Organization for Migration (IOM), ada sekitar 1.001.700 migran tiba di dataran Eropa pada tahun 2015. Dan pada Agustus Jerman mengeluarkan kebijakan flüchtlinge willkommen (open door policy) sebagai bentuk respon untuk menangani masalah pengungsi. Jerman saat ini tengah mengalami penuaan populasi atau ageing population, di mana angka usia produktif lebih sedikit dibandingan usia produktif. Dan kehadiran pengungsi di Jerman dinilai dapat membantu memberikan solusi atas ageing population tersebut dan dapat membantu dalam peremajaan pasar tenaga kerja Jerman. Penelitian ini merupakan jenis penelitian deskriptif, karena berusaha menyelidiki apa yang menjadi kepentingan Jerman di dalam kebijakan Flüchtlinge Willkommen dengan menggunakan konsep kepentingan nasional yang dikemukakan oleh K.J. Holsti yang terdiri dari core interest and values, middle rang goals, dan long range goals.

English Abstract

UNHCR had released a report stating the number of refugees around the world in 2015 reached more than 65.3 million people which is 1 out of 113 people on earth were refugees. Humanitarian conflicts that have taken place in Syria have also been a trigger for the surge in refugee presence in Europe. According to the International Organization for Migration (IOM), there were around 1,001,700 migrants arriving in the plains of Europe in 2015 only. In August Germany issued a policy of flüchtlinge Willkommen (open door policy) as a form of response to address the problem of refugees. Germany is currently experiencing an aging population, where the productive age is lower than non-productive age. Meanwhile the presence of refugees in Germany is considered to help provide solutions to the aging population. This is a descriptive research that tries to investigate what is in Germany's interest in the policy of flüchtlinge willkommen by using the concept of national interest proposed by K.J. Holsti which consists of core interest and values, middle rang goals, and long range goals.
