Abstract
Setiap negara tentunya memiliki kepentingan yang ingin dicapai. Dalam tiap kepentingan yang ingin dicapai tentunya terdapat berbagai macam alasan yang mendorong atau melatarbelakangi kepentingan tersebut. Kepentingan secara jangka waktu dapat dilihat pada tiga tingkatan, “Core” Values and Interests, Middle Range Objectives, dan Long Range Goals. Tindakan suatu negara bisa didorong tingkatan mana saja dari ketiga tingakatan tersebut. Singapura dalam tindakannya mengajukan ASMC untuk menjadi bagian dari DCPC WIS pada tahun 2017 didorong kuat oleh kepentingan tingkat Middle Range Objectives. Singapura berkepentingan untuk meningkatkan prestise negaranya dengan berbagai keuntungan yang ditawarkan WMO bagi negara yang bergabung dengan DCPC WIS. Tidak hanya itu, kemungkinan menghemat biaya operasional pengamatan dan pengumpulan data juga sangat mungkin terjadi. Selain itu, Singapura juga didorong keinginan untuk mengimbangi negara-negara di sekitarnya, salah satunya Indonesia yang memiliki beberapa fungsi pada posisi DCPC WIS.
English Abstract
Every nations certainly has interests to be achieved. In each of those interests, of course there are various kinds of reasons that encourage or underlie these interests. Interest in terms of time can be seen at three levels, "Core" Values and Interests, Middle Range Objectives, and Long Range Goals. The actions of a country can be encouraged at any level of these three levels. Singapore in its actions proposed ASMC to be part of DCPC WIS in 2017 strongly driven by the interests of the Middle Range Objectives. Singapore has interests in increasing the prestige of its nation with various benefits offered by WMO for countries that joining DCPC WIS. Not only that, the possibility of saving operational costs of observing and collecting data is also very possible. In addition, Singapore is also encouraged by the desire to balance the surrounding countries, one of which is Indonesia which has several functions in the DCPC WIS position.
